A considerable body of law catering for information and consultation needs of workers at national and transnational level have been developed since 1994 on the basis of the Treaty. However, the fact that this I&C legislation does not apply to workers in public administration is increasingly seen as necessitating change. This note traces the attempts to-date to have the public administration included in European I&C legislation.

The 2000 Employment Equality Directive has introduced numerous improvements into employment legislation. However, a report on the implementation of this directive in Member States has been published this year and it uncovers several problematic areas that will need to be worked on in the future. These include obstacles in access to justice, inadequate sanctions for perpetrators, lack of awareness of rights under the new law, underreporting, lack of equality data and so on.
