Evropský parlament: volební postupy

01-02-2018

International Agreements in Progress: EU-Cuba Political Dialogue and Cooperation Agreement

26-06-2017

Cuba is the only Latin American country to have no bilateral agreement with the EU. Between 1996 and December 2016, relations between the EU and Cuba were governed by the 1996 Common Position, which subordinated cooperation and the conclusion of any bilateral agreement to the achievement of visible progress in the field of democracy and human rights on the island. Nevertheless, political dialogue and cooperation were re-launched in 2008, following a leadership change in the country, and in February 2014 negotiating directives for a bilateral EU-Cuba Political Dialogue and Cooperation Agreement were adopted by the Council. After seven rounds of negotiation, the agreement together with the proposal for its conclusion was published by the Commission on 25 November 2016, and the agreement was signed on 12 December 2016. Its three main chapters concern political dialogue, cooperation and sectoral policy dialogue, and trade and trade cooperation. Human rights remain a contentious issue. The agreement has been submitted to the European Parliament for consent to its conclusion. The Committee on Foreign Affairs adopted a recommendation to give consent and an accompanying report on 20 June 2017; these are due to be voted during the July 2017 plenary session. The agreement also needs to be ratified by the EU's Member States.

Reform of European electoral law

20-10-2015

Elections to the European Parliament are not conducted according to a uniform, EU-wide electoral procedure. Rather, EU law sets only some basic principles, with national electoral laws applying for the rest. Parliament has repeatedly sought to bring about further harmonisation of the rules governing European parliamentary elections, but the diverging constitutional and electoral traditions of the Member States, as well as the importance of electoral rules for the design of political systems, have so far rendered an agreement difficult.

Disenfranchisement of EU citizens

18-02-2013

In some Member States (MS), citizens lose their electoral rights if they reside abroad. Conversely, MS do not generally provide any right to vote in national elections to non-nationals. Therefore, EU citizens resident in another MS often face exclusion from political life at national level in both their state of residence and their state of origin.

The Tools Called to Support the 'Delivery' of Freedom, Security and Justice : a Comparison of Border Security Systems in the EU and in the US

16-02-2009

While the European Union is about to take far-reaching decisions on the best way to ensure the security of its external border, there is a strong tendency to take guidance from the United States, the world’s undisputed forerunner in employing advanced technology and strict control procedures. While the European Union is about to take far-reaching decisions on the best way to ensure the security of its external border, there is a strong tendency to take guidance from the United States, the world’s undisputed forerunner in employing advanced technology and strict control procedures. Besides highlighting the weaknesses of the current EU approach against the background of the almost accomplished US system, the briefing undertakes to analyse to what extent exclusive transatlantic inspiration is the right way to follow for European policy-makers. It carefully examines US experience gained since the late 1990s in setting up a watertight entry-exit system, in particular the reasons why, despite all efforts made and resources spent, the project did not yet yield a completely satisfactory outcome. It also argues that even such advanced models can never be considered “one size fit all”-solutions, transferable to other regions with paying attention to their political, geographic and other specificities – and, above all, one should not overestimate technology as a problem-solver. Besides taking inspiration from outside, the European Union should also consider alternative mechanisms adapted to the domestic situation such as controls carried out inside the territory.
