Contribution to growth. European Public Procurement. Delivering economic benefits for citizens and businesses

Numerous legislative measures have been initiated or enacted in support of the overall achievement of a Digital Single Market (DSM). This in-depth analysis provides a brief stock-taking of what has been achieved in economic terms, of what remains to be done, and of candidate initiatives for the next legislative term. The study was prepared by Policy Department A on the request of European Parliament´s Committee on the Internal Market and Consumer Protection.

Prospects for EU-Asia connectivity - The 'European way to connectivity'

Asia matters to Europe: home to the world's largest population and fastest-growing economies, Asia is a major trade partner of the EU. Recognising this, the EU has promoted the Asia-Europe Meeting (ASEM), established strategic partnerships with four Asian countries, intensified cooperation with the Association of South-East Asia Nations (ASEAN), and negotiated or concluded free trade agreements with several Asian countries. As an implementation of its 2016 Global Strategy, the EU has carried out a mapping exercise on Euro-Asian connectivity, followed by the adoption of a joint communication on 'Connecting Europe and Asia – Building blocks for an EU strategy' on 19 September 2018. The strategy proposes that the EU engage with its Asian partners through a sustainable, comprehensive and rules-based approach to connectivity, exploiting existing and planned EU networks. It acknowledges a significant investment gap in connectivity and recognises the need to mobilise and strengthen cooperation with private investors, national and international institutions, and multilateral development banks. The strategy is part of the EU's contribution to the ASEM12 Summit, which is to take place in Brussels on 18-19 October 2018. Presented by Vice President/High Representative, Federica Mogherini, as the 'European way to connectivity', the strategy was immediately perceived as the EU response to China's Belt and Road Initiative (BRI). This initiative is currently raising concerns in the EU and in several participating countries, some of which are worried about possible 'debt traps'.

The Commission has envisaged integrated border management for several years, in response to increased traveller flows and the new security context. The Entry/Exit System proposed aims to set up a database where entry and exit information of third-country travellers is recorded. Following a political agreement with the Council, the Parliament is expected to vote on the texts in October.

The electronic services of European public administrations need to interoperate to support citizens and businesses studying or working in other Member States, as well as to reduce costs and realise efficiencies for governments. Governments implement eGovernment and digital government policies with the aim of introducing efficiencies, reducing administrative burdens on citizens and businesses, stimulating economic growth and fostering public participation in democratic public life. The European Union facilitates cross-border services for mobile citizens and businesses that offer services across the single market and encourages the exchange of best practices between national, regional and local authorities in Member States. While Europe has made progress over the past 15 years, this has not been enough to meet its own targets for the uptake of digital government services. Much remains to be done, including building up security and trust, promoting interoperability for cross-border services, encouraging citizens to engage with governments through digital channels, exploiting open data, and ensuring the effective use of technologies such as cloud computing.

Over the next few years, mobile commerce in Europe is expected to grow at an average compound annual rate of 42%. The way in which consumers purchase goods and services is changing significantly as new technologies permit the development of an increasing number of cashless payment solutions. There are various forms of mobile payment (payment, for which the payment data and the payment instruction is initiated, transmitted or confirmed via a mobile phone or device). They include payments via SMS, direct billing (by adding the payment to the monthly mobile phone bill), mobile web payments (using a credit/debit card or pre-registration at an online payment provider), and Near Field Communication (NFC). However some of the challenges to consumer protection, such as lack of interoperability between mobile payment options, personal data protection, digital identity theft and fraud, prevent greater consumer take-up of mobile payments. Unfair commercial practices in e-commerce relevant to mobile payments include misleading advertising, hidden payment obligation and IP tracking. Other consumer protection issues are dormant assets, lack of accessibility and readability of payment-related information, and concerns related to vulnerable consumers. While the current legislative framework is undergoing revision as a result of the European Commission's new proposal for a Directive on payment services in the internal market, some stakeholders voice concerns.

The IoT is growing rapidly, with an estimated 25 billion connected objects throughout the world by 2020, and added value from the IoT of US$1.9 trillion by the same year. The IoT can thus be a key contributor to achieving the EU's Europe 2020 strategy for smart, sustainable and inclusive growth. However the IoT also poses important challenges to society. Open standards and interoperability may need to be encouraged, in order to widen choices for consumers and ensure competition and innovation. Sufficient radio spectrum must be allocated for future needs. With so many interconnected devices, security is a major concern. A balance needs to be achieved between the rights of citizens to keep personal data private and protected, and to consent to its use in other contexts, and the significant benefits that can accrue to enterprises and society from the analysis of such rich data sources. The European Union is supporting the development of the IoT through funding for research as well as competitiveness and innovation. While EU institutions have taken a notable interest in the IoT, the balance between too much and too little regulation may need to be carefully managed if the full benefits of the IoT are to be realised.
