Young people in the EU's outermost regions face challenges that are directly linked to the local geographical and socio-economic conditions. In May 2022, the European Commission launched a new strategy aimed at improving the living conditions of their inhabitants and, within that context, recently relaunched a €1 million grant scheme with the purpose of empowering young people to shape and implement projects at local level.

EU funding from the Erasmus+ programme supports cooperation between EU and Russian universities, which remains close despite current tensions. Russia is still the largest non-EU partner in the programme and some activities (such as student and staff exchanges) have actually increased since 2014.

On 14 November, European Parliament (EP) and Council negotiators reached a provisional deal on next year's EU budget, setting commitments at €155 billion and payments at €143.88 billion. The compromise is now to be adopted by the Council and then voted by the EP in plenary.

Erasmus+: more than just mobility

Erasmus+ is the new single integrated European Union education programme for 2014 to 2020 aimed at improving young people's skills and employability. It also promotes modernisation of education and training in Member States, by facilitating transnational contacts amongst different players and across different sectors. The programme brings together the previous EU programmes in education, training and youth, introduces a loan facility and includes sports as a new area.

Denne rapport undersøger, i hvilken udstrækning økonomiske eller andre hindringer afholder europæiske studerende fra at deltage i Erasmus-programmet.
