The Budgetary Control Committee (CONT) organised the workshop on ‘Open spaces at EU institutions versus traditional work spaces: justification, evolution, evaluation and results’ on 29 October 2020. This document consists of the proceedings of the workshop, the briefing on ‘Open Plan Offices - The new ways of working’, biographies of the speakers and the PowerPoint slides of the presentations.

This briefing aims to provide EMPL Committee Members (and other readers) with an insight into how recent technical innovation and its pace affect the mental well-being of workers. It summarises the findings of the relevant literature and identifies areas requiring further research or data collection.

Good work-life balance promotes the well-being of workers and can contribute to achieving other EU policy goals. However currently more than one worker in five expresses dissatisfaction with their personal situation. Acheiving work-life balance can be made easier by family-oriented policies and flexibility in the organisation of work. It has been suggested that 2014 be designated the European Year for Reconciling Work and Family Life.

The study presents recent trends on stress at work as well as an overview of EU and national measures to tackle this problem, especially in the context of the economic and financial crisis. The report also includes a number of case studies illustrating initiatives that have proven successful in improving workers’ mental well-being, in particular during restructuring. The study provides an overview of existing indicators of job quality, their development and the relevant on-going work at EU level. It further analyses the strengths and weaknesses of each set of indicators with a view to assessing their significance. The definition of quality of employment, quality of work and the different dimensions contained in these concepts are discussed and some suggestions are presented on the need to promote a European job quality indicator.
