In 2022, the EU Strategic Compass included space as a strategic domain, and called for a dedicated European strategy. In the meantime, Russia's invasion of Ukraine confirmed the key role of space for defence and resilience, but also highlighted vulnerabilities related to space systems. Another 'wake-up call' came from a different direction; SpaceX's advances in reusable rocket technology leading to Starship's first orbital flight test turned the spotlight onto launch providers and access to space ...

Metaverse

Studie 26-06-2023

This study was prepared by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee. Commercial, industrial and military applications of metaverse bring both opportunities as well as significant concerns for everyday life, health, work, and security. Legislative initiatives promoting fundamental principles of law, legislative and judicial oversight, applied comprehensively across a broad range of policies, are necessary to ...

During the February II 2023 plenary session, the European Parliament is expected to vote on the agreement on the proposed regulation establishing the Union secure connectivity programme for 2023-2027 (also referred to as the infrastructure for resilience, interconnectivity and security by satellite – IRIS²). Satellite communication is a strategic asset for governments and civil society alike. Complementary to terrestrial networks, it can contribute to seamless digital communication, even when such ...

This 'cost of non-Europe' report looks at the potential benefits of efficient, ambitious and united EU-level action in the space sector. The report finds that to enable the European space sector to benefit from open strategic autonomy, and to ensure EU access to and use of space, including for its security, the EU must act decisively. Moving away from fragmentation could bring large benefits, amounting to at least €140 billion per year by 2050.

The European Union relies on space for its economic sovereignty and security and defence. Without space-based capabilities, the EU could not enjoy any degree of strategic autonomy in security and defence. Since the adoption and endorsement of the Strategic Compass, space has only increased its relevance for the EU in the area of security and defence. Indeed, the Compass calls for a dedicated EU Strategy for Space and Defence. Yet space and defence is not a new avenue of policy for the EU and defence ...

This briefing provides an initial analysis of the strengths and weaknesses of the European Commission's impact assessment (IA) accompanying the above-mentioned proposal, adopted on 15 February 2022 and referred to the European Parliament's Committee on Industry, Research and Energy (ITRE). The proposal, which is included in the 2022 Commission work programme (see Annex I – New initiatives) and in the EU Legislative Priorities for 2022 (see the Commission's working document), seeks to establish a ...

Cooperation with third countries is embedded in several dimensions of EU security and defence policy. The Strategic Compass, adopted in March 2022, dedicates one of its main sections to the role of partnerships.

Over the past decade, space has gained increasing importance as an economic sector offering opportunities for established and emerging markets. Space policies and their applications have also gained in political relevance due to their capacity to tackle global challenges, such as the climate and biodiversity crises, but also due to the growing reliance of the EU economy and society on space infrastructure, services and data. Pursuant to Article 189 of the Treaty on the Functioning of the European ...

This study provides an analysis of the European space market. The market size and structure of the European space industry is considered, alongside the dynamics of the new space economy. The contribution of the EU space programmes to fostering the uptake of space data, and the challenges and drivers of maximising synergies between the EU upstream and downstream space sectors are examined. The new Space-based Connectivity Initiative is also considered. In addition, recommendations by the Court of ...

EU Space programme

Briefing 12-05-2021

In June 2018, the European Commission proposed a budget of €16 billion to finance EU space activities during the 2021-2027 period. The majority of this would be allocated to Galileo and EGNOS, the EU's global and regional satellite navigation systems; around a third would be allocated to Copernicus, the EU's Earth Observation programme; and the remainder would be earmarked for security, such as the Space and Situational Awareness (SSA) programme and the new Governmental Satellite Communication initiative ...
