Following the Court of Justice of the European Union's 2022 judgment, declaring Directive 2012/19/EU on waste electrical and electronic equipment (WEEE) partially invalid, the European Commission proposed to align the directive with the judgment. The co-legislators reached a provisional agreement in November 2023. The agreed text now requires formal adoption by both institutions, and is set for a plenary vote in February 2024.

Batteries are critical to the EU's clean energy transition. In December 2020, the European Commission tabled a proposal to modernise the regulatory framework for batteries and secure the sustainability and competitiveness of EU battery value chains. The proposed new rules cover batteries' full lifecycle, from design to disposal. During its March I plenary session, Parliament is expected to debate and vote on the report on the proposal adopted by the Committee on the Environment, Public Health and ...

The Commission is proposing a new directive on consumer credits to amend the Radio Equipment Directive by introducing provisions regarding common mobile phone chargers. This initial appraisal of the Commission’s impact assessment accompanying the proposal finds that the impact assessment appears to provide a comprehensive assessment, based on a sound evidence base, of the impacts of the policy options, though the assessment would have benefited from a more thorough discussion of the alignment of ...

Ressourceeffektivitet og affald

EU-faktablade 01-11-2017

The IA defines in a clear way the problems and the objectives of the proposed initiative, and is based on extensive research conducted by external contractors. However, it omits to explain the sequential process and the underlying assumptions leading to the identification of the four problems analysed, mentioning only the supporting studies. Also, it contains some discrepancies with respect to the supporting studies in terms of terminology and recommendations which are not explained in the IA. A ...

Although waste management in the EU has improved considerably in recent decades, over a quarter of municipal waste is still landfilled and less than half is recycled or composted, with wide variations between Member States. Improving waste management could deliver positive effects for the environment, climate, human health and the economy. As part of a shift towards a circular economy, the European Commission made four legislative proposals introducing new waste-management targets regarding reuse ...

Although no overarching definition of planned obsolescence exists, the term 'planned obsolescence' (of products or technology) is described as the intentional production of goods and services with short economic lives, stimulating consumers to repeat purchases too frequently. The incandescent light bulb with an engineered shorter lifespan (the Phoebus cartel case) is one example from the past of proven planned obsolescence. Data suggest that the median lifespans of certain categories of product have ...
