Siden Maastrichttraktatens ikrafttræden har enhver fysisk eller juridisk person med bopæl eller hjemsted i EU haft mulighed for at indgive andragender til Europa-Parlamentet om forhold, der falder ind under EU's virksomhedsområde, i form af en klage eller en anmodning.
