The European Strategy and Policy Analysis System (ESPAS) brings together the various European Union (EU) institutions and bodies in a process of administrative-level cooperation designed to identify and analyse the medium- and long-term trends facing the European Union and their implications for policy-makers. This dialogue was established in the early 2010s as a means of promoting longer-term thinking in the EU policy process and encouraging the Union’s various institutions to cooperate more closely in this field. This EPRS Briefing traces the origins of the ESPAS process and describes its operation to date, with the digital version of the Briefing offering links to some of its key output since 2012. A parallel Briefing will compare and contrast the three Global Trends Reports produced by the ESPAS process, in 2012, 2015 and 2019.

Die politische Debatte zum Thema Migration konzentriert sich – angesichts der Flüchtlingswelle, die 2015 in der EU eingetroffen ist – verständlicherweise auf kurzfristige Herausforderungen und Kosten. Dieses Briefing hat jedoch die mit der Migration einhergehenden langfristigen Herausforderungen und Chancen für die EU zum Thema und stützt sich auf die vorausschauende Arbeit im Rahmen des Europäischen Systems für strategische und politische Analysen (ESPAS). Es werden drei Bereiche identifiziert, die in der Zeit bis 2030 und darüber hinaus starke politische Lösungen auf verschiedenen Ebenen erfordern: der demografische Wandel und seine Folgen für das Arbeitskräfteangebot; die Integration von Migranten; und die internationale Dimension der Migration, darunter die Prävention und Bewältigung von Flüchtlingskrisen. Die zugrundeliegende Annahme ist, dass eine antizipierende Politik (ein vorausschauendes Management) besser und effektiver als eine Reaktionspolitik (Krisenmanagement) ist. Da durch die mit der Migration einhergehenden Herausforderungen viele sektorale und institutionelle Grenzen überschritten werden, ist eine umfassende und koordinierte Lösung erforderlich. Dies wiederum ist ein Argument für eine gemeinsame und strategische Politikanalyse sämtlicher EU-Institutionen. Mit einem kontinuierlichen Dialog, einem Austausch vieler verschiedener Perspektiven und einer Fokussierung auf mittel- und langfristige Zielsetzungen ist es möglich, sich gemeinsam auf Herausforderungen und Optionen zu verständigen.
