Discriminatory Laws Undermining Women’s Rights

This paper provides insight into the current situation and recent trends in the abolition or reform of discriminatory laws undermining women's rights in countries outside the European Union (EU). The paper aims to provide a nuanced understanding of processes through which legal reforms take place. Among the factors that have proven to facilitate legal reform are the ratification of international human rights treaties, feminist activism, legal and public advocacy by women’s rights and other human rights non-governmental organisations (NGOs), political dialogue, and increased women's representation in decision-making processes. Incremental steps supported by the EU towards the abolition of discriminatory laws across all legal categories, EU engagement with a broad range of stakeholders at both national and local levels, programmes supporting the gathering of gender-disaggregated data across all sectors and the publicising of data to draw attention to gender inequality in law and practice, among others, can all contribute towards successful reform of discriminatory laws. Striking the right balance between funding programmes that mainstream gender and funding dedicated to gender-targeted programmes, together with the increased use of country gender profiles, are essential in order to achieve quality legal reforms.

Continuing political crisis in Venezuela

One year after Juan Guaidó's self-proclamation as interim President of Venezuela, the political crisis affecting the country is far from over, as shown by the government's latest failed attempt to neutralise the opposition forces in the National Assembly. The legislative election announced by Nicolas Maduro for 2020 will not improve the country's political situation unless it is accompanied by a free and fair presidential election.

L’accord de partenariat entre l’Union européenne et les pays d’Afrique, des Caraïbes et du Pacifique (ACP) devait expirer en février 2020. La renégociation de cet « Accord de Cotonou » offre l’opportunité de revoir les relations entre les pays ACP et l’Union en tenant compte des objectifs de développement durable des Nations unies, de la redéfinition des stratégies européennes dans les régions concernées, des nouvelles ambitions des pays ACP et de l’évolution de l’équilibre des pouvoirs au niveau ...

L’accord de partenariat entre l’Union européenne et les pays d’Afrique, des Caraïbes et du Pacifique (ACP) devait expirer en février 2020. La renégociation de cet « Accord de Cotonou » offre l’opportunité de revoir les relations entre les pays ACP et l’Union en tenant compte des objectifs de développement durable des Nations unies, de la redéfinition des stratégies européennes dans les régions concernées, des nouvelles ambitions des pays ACP et de l’évolution de l’équilibre des pouvoirs au niveau mondial. Le principal défi pour l’Union européenne est de maintenir ses relations dans les trois sous-régions, tout en restant fidèle aux valeurs promues dans les traités européens. La question du financement est également sur la table. Le groupe ACP et l’Union européenne ont adopté leurs mandats de négociation respectivement en mai et juin 2018 et les négociations ont débuté en septembre 2018. Les parties prenantes se sont accordées sur le principe d’un socle commun complété par trois protocoles régionaux. Ces négociations à plusieurs niveaux ainsi que les discussions en cours sur le futur budget de l’UE ont empêché de finaliser l’accord à temps. Afin d’éviter un vide juridique dans les relations après l’échéance prévue de l’accord de Cotonou, les dispositions de ce dernier ont été prolongées jusqu’au 31 décembre 2020 au plus tard. In the course of the past two and a half years, the European Parliament, the European Commission and the High Representative of the Union for Foreign Affairs and Security Policy, and the Council of Ministers have presented strategic documents on the EU's relations with Latin America and the Caribbean (LAC) and the direction they should take in the coming years. This in-depth analysis aims to present the main points of view of the three EU institutions and the Member States on the future of EU-LAC relations. Its second half includes a critical assessment of some aspects of the bi-regional relationship as it has developed in recent years, particularly the institutional links and trade issues, and the challenges it may face in the coming years. Here, the focus is on the political divisions in the LAC region, the uncertainty about regional cooperation and integration and the possible challenges to multilateral policies.

Die EU hat vollwertige Abkommen mit zwei lateinamerikanischen Zusammenschlüssen (Cariforum und Zentralamerikagruppe), ein multilaterales Handels-abkommen mit drei Staaten der Andengemeinschaft (Kolumbien, Ecuador und Peru) und Abkommen mit Mexiko und Chile, die derzeit modernisiert werden. Darüber hinaus hat die EU interregionale und bilaterale Rahmenabkommen ...

Die zwischen der EU und Zusammenschlüssen sowie einzelnen Ländern in Lateinamerika und der Karibik geschlossenen Abkommen über Handelsbeziehungen weisen in Bezug auf Anwendungsbereich und Methodik je nach Zeitpunkt, zu dem sie geschlossen wurden, und Kontext der Verhandlungen deutliche Unterschiede auf. Die EU modernisiert derzeit die Handelssäulen ihrer Abkommen mit Mexiko (eine „Grundsatzvereinbarung“ wurde im April 2018 erzielt) und Chile (die Verhandlungen laufen noch), um sie an die derzeitigen Normen der FHA der EU anzupassen. Wenn das Assoziierungsabkommen zwischen der EU und dem Mercosur, für dessen Handelssäule im Juni 2019 eine politische Einigung erzielt wurde, erfolgreich ratifiziert wird, hätte die EU umfassende Abkommen über Handelsbeziehungen mit nahezu allen lateinamerikanischen und karibischen Staaten (mit Ausnahme von Bolivien, Kuba und Venezuela).

The Amazon rainforest, which is the largest ecosystem of its kind on Earth and is shared by eight South American countries as well as an EU outermost region, was ravaged by fires coinciding with last summer’s dry season. However, most of these fires are set intentionally and are linked to increased human activities in the area, such as the expansion of agriculture and cattle farming, illegal logging, mining and fuel extraction. The Amazon rainforest, which is the largest ecosystem of its kind on Earth and is shared by eight South American countries as well as an EU outermost region, was ravaged by fires coinciding with last summer’s dry season. However, most of these fires are set intentionally and are linked to increased human activities in the area, such as the expansion of agriculture and cattle farming, illegal logging, mining and fuel extraction. Although a recurrent phenomenon that has been going on for decades, some governments' recent policies appear to have contributed to the increase in the surface area burnt in 2019, in particular in Brazil and Bolivia. Worldwide media coverage of the fires, and international and domestic protests against these policies have nevertheless finally led to some initiatives to seriously tackle the fires, both at national and international level – such as the Leticia Pact for Amazonia. Finding a viable long-term solution to end deforestation and achieve sustainable development in the region, requires that the underlying causes are addressed and further action is taken at both national and international levels. The EU is making, and can increase, its contribution by cooperating with the affected countries and by leveraging the future EU-Mercosur Association Agreement to help systematic law enforcement action against deforestation. In addition, as the environmental commitments made at the 2015 Conference of Parties (COP21) in Paris will have to be renewed in 2020, COP25 in December 2019 could help reach new commitments on forests.
