Young people in the EU's outermost regions face challenges that are directly linked to the local geographical and socio-economic conditions. In May 2022, the European Commission launched a new strategy aimed at improving the living conditions of their inhabitants and, within that context, recently relaunched a €1 million grant scheme with the purpose of empowering young people to shape and implement projects at local level.

The cattle sector is of great economic importance within the EU agricultural sector. Productivity of the sector is very heterogeneous. In the near future, a further increase in milk and bovine meat supply can be expected. To avoid a decline in farm gate prices, further product differentiation at the EU level, an increase in export opportunities as well as compensation for environmental services to support extensification will be needed.

Development of the outermost regions is hindered by a number of geographical and economic factors. To offset these, the EU has introduced specific measures (POSEI) for the agricultural sector. The Commission proposes to revise the POSEI Regulation to align it with the requirements of the Lisbon Treaty and to update and simplify some provisions.

Government debt has reached unsustainable levels in a number of Member States (MS). This is because economic recession since 2008 has led to increased government budget deficits through rising spending (e.g. unemployment benefits) whilst tax revenues have decreased. Also private debt has been transferred to governments through forced nationalisations of, for example, under-capitalised banks. These deficits have added to public debt, which has been increasing since the 1970s.

Indicators of real support make it possible to compare policies across countries. EU farmers are more supported than their US colleagues, but EU support generates little distortion on world markets. US and Canada adjust support to protect farmers from adverse situations. Like the growing levels of support in Russia and China, these policies generate market distortions.
