This note examines the barriers to recruitment of women in top management and non-executive directors’ positions in Europe from the perspective of an Executive Search Agency. It also analyses the proposed Directive and makes relevant recommendations for development of such a system. It does, however, have specific characteristics as a result of the regulatory framework and case-law. This document explores certain key features of this field, with an emphasis on the elements which make it distinctive.

After defining the civil service, their size and the proportion of women, this study offers an overview of recruitment systems and equal opportunities policies in the public administrations of the Member States of the European Union, the European institutions, the Secretariat of the General Assembly of the United Nations and the Secretariat of the Council of Europe.
