Mit der GMO erhalten die Marktmaßnahmen der GAP einen Rahmen. Im Zuge der nach und nach durchgeführten Reformen wurden die 21 erzeugnisspezifischen GMO 2007 zu einer einzigen GMO für alle landwirtschaftlichen Erzeugnisse zusammengefasst. Gleichzeitig wurde die GAP im Zuge ihrer Überarbeitungen immer stärker auf die Märkte ausgerichtet und der Anwendungsbereich der Interventionsinstrumente reduziert; sie gelten heute als „Sicherheitsnetze“ und werden nur im Krisenfall eingesetzt.
