Auf der Februar-II-Plenartagung wird das Europäische Parlament voraussichtlich seine Standpunkte in erster Lesung zu zwei Gesetzgebungsdossiers annehmen: einem Vorschlag für eine Verordnung über das einheitliche ergänzende Schutzzertifikat für Pflanzenschutzmittel und einer vorgeschlagenen Neufassung der Verordnung über ergänzende Schutzzertifikate für Pflanzenschutzmittel. Die Vorschläge sind Teil einer umfassenderen Initiative zur Harmonisierung des Patentschutzes im Binnenmarkt.

Zwischen 2019 und 2021 wurden im Rahmen der Europäischen Bürgerinitiative (EBI) „Bienen und Bauern retten!“ mehr als eine Million Unterschriften gesammelt. In der EBI wird eine Verringerung des Einsatzes von Pestiziden bis zu deren vollständiger Abschaffung bis 2035 gefordert. Die Kommission hat die Initiative begrüßt. Nach einer Anhörung im Januar 2023 wird das Europäische Parlament die Initiative während der März-I-Plenartagung erörtern.

Renewing the approval for glyphosate

Glyphosate, one of the world's most widely used active substances in herbicides, has recently become the subject of controversy. The European Commission now proposes to renew its approval for 10 years. The ENVI committee has adopted a motion for a resolution calling for glyphosate to be phased out by 2020, and a vote on this issue is expected during the October II plenary session.

This study analyzes the seed, feed, energy, fertilizer, and plant protection agents farm input sectors from two perspectives: the demand side and the supply side. Average input shares in the EU-27 for seeds and fertilizers declined while they increased for feeds. Market concentration is the largest in the plant protection agents sector followed by the energy sector, and lowest in the feed sector.

The current Commission proposal concerning "The placing on the market of plant protection products", updating Directive 91/414, and the E. Parliament first reading decision contain the 'cut-off' or exclusion criteria which, if adopted would have a devastating effect on farmers’ ability to grow a significant number of products.
