The European Union has expressed its intention to concentrate its development aid resources where they are needed the most. The Commission attaches high hopes to budget support as an aid instrument and aims to raise its share in EU development cooperation to 50%. The Commission's Green Paper on budget support to third countries has been put to stakeholders and is currently being debated in the European Parliament.
