Der Ausschuss der Regionen besteht aus 350 Mitgliedern, die die regionalen und lokalen Gebietskörperschaften der 28 Mitgliedstaaten der Europäischen Union vertreten. Er gibt in den gemäß den Verträgen vorgesehenen Fällen obligatorischer Konsultation, fakultativer Konsultation und in eigener Initiative, wenn er dies für zweckdienlich erachtet, eine Stellungnahme ab.
