CETA implementation: SMEs and regions in focus

The majority of provisions of the EU-Canada Comprehensive Comprehensive Economic and Trade Agreement (CETA) have been implemented since 21 September 2017, with the agreement’s provisional application pending full ratification. The aim of this EPRS analysis is to chart the state of play of CETA's ratification procedures, its key objectives, remaining controversies, and the initial results stemming from two years of provisional application, with a focus on regions and small and medium-sized enterprises (SMEs). It is important to note that it is too early to evaluate the economic and social impacts of CETA. That will be the remit of the ex-post evaluation usually carried out by the European Commission five years after the start of provisonal application. By providing an overview of the early results of CETA implementation two years in, this analysis seeks to inform forthcoming deliberations on both CETA itself and other free trade agreements between the EU and various partner countries.

This document gives an overview of key developments under the preventive and corrective arms of the Stability and Growth Pact (SGP) on the basis of (1) the latest Council decisions and recommendations in the framework of the SGP; (2) the latest European Commission (COM) economic forecast; and (3) the latest COM Opinions on the Draft Budgetary Plans (DBPs) of euro area Member States. The document is regularly updated.

Mainstreaming of climate action in the EU budget: Impact of a political objective

Facilitating the transition to a climate-friendly and resilient economy requires huge investments. The EU has committed to spending 20 % of its 2014-2020 financial resources on climate-related measures. Against the backdrop of the Paris Agreement and of the Sustainable Development Goals set by the United Nations, such a high-level political objective acquires new salience in the negotiations for the post-2020 EU budget. The EU has committed to spending 20 % of its 2014-2020 financial resources on climate-related measures. Against the backdrop of the Paris Agreement and of the Sustainable Development Goals set by the United Nations, such a high-level political objective acquires new salience in the negotiations for the post-2020 EU budget. The European Commission has proposed to raise this objective to 25 % of the EU budget in the next programming period, while the European Parliament has called for an even more ambitious approach. Tracking and reporting climate-related expenditure pose several challenges. This analysis describes how climate action has been mainstreamed in the EU budget so far, as well as possible developments for the 2021 2027 period. The EU appears on track to almost reach its 20 % objective by 2020. Assessments of the tracking methodology and of its impact have identified both achievements and shortcomings. The creation of a broad political objective is deemed to act as a driver of increased focus on climate considerations across different policies. Recommendations for improvements include the development of a stronger performance framework.
