The global compact on refugees: Strengthening international cooperation to ease the plight of refugees in the world

Recent large-scale flows of refugees and migrants have brought to the world's attention more forcefully than ever the plight of persons who are forced to flee their homes because of war, insecurity or persecution. They have also exposed how ill-prepared the international community has been to deal with this challenge and how uneven the distribution of the burden of caring for such people has been among countries. In 2016, to enhance preparedness for refugee crises, improve the situation of refugees and relieve the burden on host societies, the United Nations (UN) member states convened in New York and adopted a declaration paving the way for a non-binding international compact on refugees. They annexed to this declaration a comprehensive refugee response framework that spelled out a series of short- and longer-term measures to address refugee crises. The framework has been applied in several pilot countries and the lessons learnt fed into a global compact on refugees. The compact was drafted by the UN Refugee Agency (UNHCR) following broad consultations with various stakeholders, and its definitive version was adopted by the UN General Assembly with a large majority on 17 December 2018. The global compact focuses on international-, regional- and national-level mechanisms for achieving a fairer distribution of the responsibilities related to refugees, and on areas where action can be improved. It has been criticised, among other things, for its non-binding character and for excluding victims of natural disasters from its scope. The fight against terrorism has dominated the national security agenda in the United States since Al Qaeda's terrorist attacks of 11 September 2001 (9/11). To improve the country's intelligence and homeland security apparatus, the presidential administrations of George W. Bush and Barack Obama implemented a series of legislative, organisational, policy, and personnel reforms. The new administration under Donald Trump is continuing these efforts and has put particular emphasis on restricting the entry of and tightening the vetting process for refugees and immigrants. The administration has released a series of documents that provide strategic guidance for the US approach to national security and defence. Today, the US domestic counter-terrorism strategy focuses on radical Islamic terrorist threats, stopping the movement of foreign terrorist fighters, and countering the spread of radicalisation. In this context, cyberspace is of particular interest, since the internet provides opportunities for terrorists to inspire, radicalise and recruit followers; raise funds; communicate through encrypted apps; and supply guidance and instructions to followers for carrying out attacks. The European Union and the United States are key partners in the fight against terrorism, including through NATO.

The European Council and the Western Balkans: Overview of discussions since the Lisbon Treaty

The Western Balkans have regularly featured on the agenda of the European Council since the entry into force of the Lisbon Treaty in December 2009. Three dimensions – enlargement, counter-terrorism and migration – have been at the centre of the EU leaders' discussion of the subject. However, the message has often seemed technical and EU leaders have appeared less inclined to offer a strategic view of future relations between the EU and the Western Balkans. The European Council has held only one strategic debate on the Western Balkans, in March 2017, when it discussed the then deteriorating security situation in the region and agreed to keep it under review. The strategy for the Western Balkans put forward by the European Commission in February 2018 sends a strong political message of openness and inclusiveness to the countries in the region. In April 2018, the Commission’s country reports for Albania and the former Yugoslav Republic of Macedonia recognised the progress made, and supported the opening of accession negotiations. In this context, EU leaders may consider enlargement at their next regular meeting, following a Council meeting on enlargement in June 2018.

This note seeks to provide an initial analysis of the strengths and weaknesses of the above-mentioned impact assessment (IA), which originally accompanied the joint communication on a renewed partnership with the countries of Africa, the Caribbean and the Pacific, published on 22 November 2016. Subsequently, on 12 December 2017, the Commission adopted a recommendation for a Council decision authorising the opening of negotiations with the countries of the Cotonou Agreement, which was referred to Parliament's Committee on Foreign Affairs (AFET). The Commission considers the analysis and conclusions of the impact assessment conducted in 2016 for the joint communication to be valid for the December 2017 recommendation for the opening of negotiations, which are to begin officially before 1 September 2018.

With a resolute tone and a sense of urgency, the European Commission's new enlargement strategy for the Western Balkans sets a clear direction for the region's six countries: it offers them a credible enlargement perspective and pledges enhanced EU engagement. It indicates 2025 as a possible enlargement date. However, seizing this opportunity remains a challenge, as the aspirants must each deliver on difficult, key reforms, and solve all outstanding bilateral disputes.

The European Union (EU) and the African Union (AU) will hold their fifth summit on 29-30 November 2017 in Abidjan, Côte d'Ivoire, with the aim of strengthening political and economic relations between the two continents. The focus of the meeting is on investing in youth, which is a priority for Africa, where 60 % of the population is under the age of 25. Other key topics include security, governance and democracy, human rights, migration and mobility, as well as investment and trade, skills development and job creation. Relations between Africa and the European Union are governed by partially overlapping policy frameworks. The most important ones are the EU-ACP Cotonou Agreement from 2000 and the Joint Africa-EU Strategy (JAES) agreed in 2007. Relations with Northern African countries are governed by the Euro-Mediterranean Partnership (EUROMED) launched in 2008 and the European Neighborhood Policy (ENP). This note offers links to a series of recent studies from major international think tanks and research institutes on EU-African relations and other issues related to the continent and its countries. Implementation of the Joint Africa-EU Strategy (JAES) has taken place in a rapidly evolving political scenario at the global level and specifically within Europe and Africa. The overarching objectives identified in 2007 still remain valid, but concrete priorities now need to be adapted to the new reality. At the strategic level, a refinement of the Africa-EU partnership has become urgent following the adoption of Agenda 2063 and the EU Global Strategy. At policy level, lessons learned from the implementation of the Roadmap 2014-17 and the way ahead indicated in the Joint Communication of May 2017 should be taken into account. Ten years after its adoption and with a view to the next AU-EU Summit, being held in Abidjan on 29-30 November 2017, it is crucial to re-assess the strategy’s validity on the basis of achievements and shortfalls, also in its parliamentary dimension, with regard to the fulfilment of its objectives in an evolving context.
