Standard Essential Patents and the Internet of Things

This in-depth analysis, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the JURI Committee, assesses the European Commission of (EC) Communication of 29 November 2017 on the EU approach to Standard Essential Patents. The report examines the principles identified in the Communication with respect to the Commission’s proposals on (i) increasing transparency on SEPs; (ii) determining valuation of SEPs( Standard Essential Patents) and FRAND ( Fair, Reasonable, and Non-Discriminatory) terms; and (iii) enforcement. The report evaluates the efficient resolution of licensing disputes over FRAND, including via litigation, arbitration and mediation, licensing pools and collective licensing. The current document also puts forward some policy recommendations to, inter alia, enhance the general environment of FRAND licencing in the context of SEPs.

Global Trends to 2035 - Economy and Society

This study maps and analyses current and future global trends in the fields of economics and society, covering the period to 2035. Drawing on and complementing existing literature, it summarises and analyses the findings of relevant foresight studies in relation to such global trends. It traces recent changes in the perceived trajectory of already-identified trends and identifies significant new or emerging trends. It also addresses potential policy implications of such trends for the EU.

3D bio-printing for medical and enhancement purposes

3D bio-printing is defined here as the use of 3D printing technology for applications related to the body, whether the products themselves include biological material or not, and whether or not their purpose is medical. It includes any application for rehabilitating, supporting or augmenting any kind of biological functionality. 3D bio-printing is defined here as the use of 3D printing technology for applications related to the body, whether the products themselves include biological material or not, and whether or not their purpose is medical. It includes any application for rehabilitating, supporting or augmenting any kind of biological functionality. The impacts of 3D bio-printing are uncertain, and it is not clear which actions may be required to foster responsible development of the technology. A STOA study, 'Additive bio-manufacturing: 3D printing for medical recovery and human enhancement, responded to these uncertainties by describing the state of the art and future development prospects of 3D bio-printing technology, analysing their wide-ranging impacts – including social, ethical and economic aspects – and identifying key policy challenges along with options to respond to them. Key challenges and responsive options were identified in the approach to regulation, in managing the distribution of costs and benefits, and in the role of citizens in technology development. This In-depth Analysis draws upon the findings of the STOA Study, summarising and reflecting upon its key findings. The conclusions highlight key trends and offer further reflections on the study in the context of responsible research and innovation.

How to include ’Mode 5’ services commitments in bilateral free trade agreements and at multilateral stage?

Mode 5 refers to services which are incorporated into goods which are then traded across international borders. Unlike traditional services, Mode 5 services are not subject to the existing international trade regime under the WTO General Agreement on Trade in Services (GATS). Rather, they are subject to trade rules under the framework that governs trade in goods. This report explores different avenues for including Mode 5 service commitments in multilateral trade agreements and free trade agreements, analyzing benefits and associated challenges. The broad conclusion is that while it may be possible to pursue Mode 5 options at the multilateral level, the most viable immediate strategy would consist in including such commitments in free trade agreements between the EU and its trading partners.

European high-performance computing joint undertaking

Following a declaration made by seven EU Member States in March 2017, the European Commission adopted a proposal to establish a joint undertaking for high-performance computing (HPC) under Article 187 of the Treaty on the Functioning of the European Union (TFEU) on 11 January 2018. The proposed regulation would establish the joint undertaking for the period to 31 December 2026, and provide it with €486 million in EU funds from the Horizon 2020 and Connecting Europe Facility programmes as well as an equivalent contribution from the participating countries. The joint undertaking would be charged with the joint procurement of two pre-exascale supercomputers for the Union. It would also implement an HPC research and innovation programme to support the European HPC ecosystem in developing technologies to reach exascale performance by 2022-2023. Within the European Parliament, the Industry Committee adopted its report on 19 June 2018. It is expected that Parliament will adopt its opinion during the July 2018 plenary session. The aims of the workshop were to analyse the implications of digitalisation and Big Data for the health sector. The workshop was hosted by Ms Soledad Cabezón Ruiz (MEP) and Mr Alojz Peterle (MEP).

This paper investigates the role of technology in the circulation of the so-called fake news. Technology is a major tool for the dissemination of fake news but also offers methods to analyse their real impacts and tools with which fake news can be argued against and even, more or less democratically, stopped. This document was prepared for Policy Department A at the request of the Internal Market and Consumer Protection Committee.
