The delivery model for the post 2022 common agricultural policy (CAP) involves basic EU level policy rules and greater responsibility for Member States as to how they tailor their CAP measure toolboxes to local needs. The European Commission proposed a reform package incorporating rules on the financial aspects of European Union (EU) farm policy in June 2018. This note assesses possible consequences of Brexit for the EU budget and the Common Agricultural Policy. It discusses the importance of the ‘Brexit bill’ and the loss of the British net contribution. Furthermore, it describes how the EU budget and spending on the Common Agricultural Policy can be adjusted to the new situation and estimates how the different options would affect EU Member States and their net balances.

Οι πίνακες που ακολουθούν παρουσιάζουν τα βασικά στατιστικά δεδομένα σε πολλούς τομείς σχετικά με την Κοινή Γεωργική Πολιτική (ΚΓΠ) και, συγκεκριμένα: τη γεωργική βιομηχανία και τη βιομηχανία ειδών διατροφής στα κράτη μέλη (πίνακας ΙΙ), την ενσωμάτωση στην ΚΓΠ των προβληματισμών για το περιβάλλον (πίνακας ΙΙΙ), τον δασοκομικό τομέα (πίνακας IV), τη χρηματοδότηση και τις δαπάνες της ΚΓΠ (πίνακες I και V) και το εμπόριο των γεωργικών προϊόντων και ειδών διατροφής (πίνακας VI).

Με τη μεταρρύθμιση του 2003 και τον «διαγνωστικό έλεγχο» του 2009 αποσυνδέθηκε το μεγαλύτερο μέρος των άμεσων ενισχύσεων και μεταφέρθηκε στο νέο καθεστώς ενιαίας ενίσχυσης ή, για τα νέα κράτη μέλη, στο απλουστευμένο καθεστώς στρεμματικής ενίσχυσης. Ο νέος κανονισμός (ΕΚ) αριθ. 1307/2013 προσδιορίζει το νέο σύστημα άμεσων ενισχύσεων που ισχύει από την 1η Ιανουαρίου 2015.

Η κοινή γεωργική πολιτική (ΚΓΠ), με την πάροδο του χρόνου, υπέστη πέντε μεγάλες μεταρρυθμίσεις, εκ των οποίων οι πιο πρόσφατες ήταν το 2003 (ενδιάμεση επανεξέταση), το 2009 («διαγνωστικός έλεγχος») και το 2013 (για τη δημοσιονομική περίοδο 2014-2020). Οι πρώτες συζητήσεις για την μετά το 2020 ΚΓΠ ξεκίνησαν το 2016.

Η χρηματοδότηση της κοινής γεωργικής πολιτικής παραδοσιακά παρείχετο από ένα και μόνο ταμείο, το Ευρωπαϊκό Γεωργικό Ταμείο Προσανατολισμού και Εγγυήσεων, το οποίο αντικαταστάθηκε την 1η Ιανουαρίου 2007 από το ΕΓΤΕ και το ΕΓΤΑΑ.
