On 21 February 2023, the European Commission published a 'fisheries and oceans' package, including an action plan for reconciling marine protection and fisheries. With this plan, the Commission is hoping to achieve more consistent implementation of EU environmental and fisheries policies. The main aim is to make fishing practices more sustainable by improving gear selectivity and reducing impacts on sensitive species (such as dolphins) and the seabed. On seabeds, the Commission is calling for a ban ...

This study examines the EU Algae Initiative of the European Commission and gives an overview of the European algae sector in terms of production, applications, opportunities and barriers. The 23 targeted actions proposed by the Commission have been set out with the goal of unlocking the vast potential of algae for the EU’s Blue Bioeconomy, addressing key challenges, such as food security and climate change mitigation. For successfully developing the sector, a set of barriers will need to be overcome ...

In June 2022, the European Commission adopted a new communication on international ocean governance. It reflects the priorities set under the European Green Deal and focuses on key threats, such as climate change, biodiversity loss and pollution. The actions, 61 in total, are grouped under four objectives: strengthening the international ocean governance framework, making ocean sustainability a reality by 2030, ensuring security and safety at sea, and expanding ocean knowledge. As regards the EU's ...

This study evaluates the costs and benefits on fisheries and aquaculture of three types of spatial protection measures: (i) Fish Stock Recovery Areas (FSRAs), (ii) Marine Protected Areas (MPAs), and areas designated as (iii) Other Effective area-based Conservation Measures (OECMs). The research assesses how far fisheries co-management approaches can potentially help to achieve the European Union targets. The study uses three case studies from France, Spain and Greece to collect data on the different ...

Pollution, ecosystem decline, climate impacts and overfishing threaten the health of the world’s ocean. The 2022 Ocean Conference provides an opportunity to strengthen synergies among stakeholders to achieve Sustainable Development Goal (SDG) 14, ‘Life Below Water’. The targets set under SDG 14 have largely not been achieved on an international level. Marine pollution remains a major issue, while increasing deoxygenation and acidification is putting marine species and coastal communities alike in ...

As part of the budget framework for the 2021-2027 period, the European Union has adopted new rules on funding dedicated to the Common Fisheries Policy and the Integrated Maritime Policy. Based on a Commission proposal of June 2018, Parliament adopted its first reading position in April 2019. After lengthy interinstitutional negotiations, started after the 2019 elections, political agreement was reached on 4 December 2020. Compared to the previous period, the new fund gives Member States more flexibility ...

The blue economy encompasses all economic activities relating to oceans and seas. It employs over 4 million people in the EU and its landscape is evolving rapidly. Some traditional sectors are in decline while other sectors, both established and emerging, are showing strong potential for growth and innovation. This paper focuses on the EU policy framework and the various EU initiatives and actions linked to the blue economy. It provides an overview of the cross-cutting 'key enablers' and a sector ...

The European Union has sole responsibility for the conservation of its marine fisheries resources, and manages them under the common fisheries policy (CFP). Launched in 1983 and reformed every ten years since then, the CFP has come a long way. The current framework, resulting from the 2013 CFP reform, is aimed at ensuring that EU fisheries are sustainable – environmentally, economically and socially. The CFP has a dedicated financial instrument – the European Maritime and Fisheries Fund (EMFF) – ...
