EU fisheries agreement with Cape Verde

During the June part-session, Parliament is expected to vote on giving its consent to the conclusion of a new protocol implementing the EU fisheries agreement with the Republic of Cape Verde. The protocol allows EU vessels to fish for tunas in the waters of Cape Verde, and aims to promote a sustainable fisheries policy and sound exploitation of fisheries resources, as well as the development of Cape Verde’s blue economy.

EU–São Tomé and Príncipe fisheries agreement

EU fishing vessels have long been active in the waters of the Democratic Republic of São Tomé and Príncipe, in the framework of a bilateral EU fisheries agreement. The conclusion of a new protocol implementing this agreement is expected to be the subject of a consent vote in Parliament during the June plenary part-session. The protocol provides access rights for the EU fleet to fish for tunas in São Tomean waters. In addition, it aims to promote sustainable exploitation of fisheries resources in the region and to support the development of the local fisheries sector.

EU fisheries agreement with Guinea-Bissau

During the June plenary part-session, Parliament is due to vote on giving its consent to the conclusion of a new protocol to the existing EU fisheries partnership agreement with the Republic of Guinea-Bissau. Besides granting fishing opportunities to EU vessels in Guinea-Bissauan waters, the protocol aims to promote sustainable exploitation of fisheries resources and to support the efforts of Guinea-Bissau to develop its blue economy.

Extension of the EU-Mauritania fisheries protocol

The fisheries agreement with Mauritania and its implementing protocol, the EU’s most significant in economic terms by far, are currently being renegotiated. To allow continued EU fishing activities in Mauritanian waters after the expiry of the latest protocol, the European Commission has proposed to prolong it for a maximum of one year. Parliament is due to vote on giving its consent to this extension during the May plenary part-session.

The eastern Atlantic and Mediterranean bluefin tuna was long a symbol of overfishing and fisheries mismanagement. Over the past decade, the stock has recovered, following the rebuilding measures introduced by the International Commission for the Conservation of Atlantic Tunas (ICCAT). The European Union is now transposing the ICCAT recommendation to move from the recovery measures to a bluefin tuna management plan.

During its December plenary session, Parliament is due to vote on giving its consent to the conclusion of a new sustainable fisheries partnership agreement and implementing protocol with the Republic of The Gambia. The agreement provides an updated framework for bilateral fisheries cooperation, whereas the protocol grants fishing opportunities to EU vessels in Gambian waters and aims to promote a sustainable fisheries policy and the responsible exploitation of fisheries resources in the area.

Revising the fisheries control system

On 30 May 2018, the European Commission issued a proposal to revise the fisheries control system by modernising and simplifying the monitoring of fisheries activities, improving the enforcement and updating a control system that was conceived before the 2013 CFP reform. The revision centres on the amendment of the Control Regulation 1224/2009. The proposal introduces requirements for more complete fisheries data, including an electronic tracking system for all fishing vessels, fully digitised reporting of catches with electronic logbooks and landing declarations applicable to all vessels, and catch-declaration rules for recreational fisheries. It improves traceability through digitalised identification and declaration along the supply chain for all fishery and aquaculture products, whether from EU fisheries or imported. The enforcement rules are thoroughly revised, with a common list of activities defined as serious infringements and corresponding sanctions, as well as a strengthened point system. The proposal also revises the mandate of the European Fisheries Control Agency (EFCA), to fully align its objectives with the CFP and to upgrade its inspection powers, and Regulation 1005/2008 on illegal, unreported and unregulated (IUU) fishing, to introduce a digital catch certification scheme for imported fishery products.

At the end of the hearings process, Parliament votes on the proposed Commission as a bloc, and under the Treaties may only reject the entire College of Commissioners, rather than individual candidates. Technical measures in fisheries govern the different fishing practices that can be used to catch fish, as well as the areas and seasons for fishing. Aimed at limiting unwanted catches and the impact of fishing on marine ecosystems, EU technical measures have developed over time into a notoriously complicated regulatory structure, which came to be seen as a plethora of ineffective rules under rigid governance. The European Parliament and Council have adopted a new legislative framework that changes the governance structure of technical measures. The new regulation is designed to simplify the previous system, to increase its flexibility through a regionalised approach adapted to the specificities of each EU sea basin, and to optimise the contribution of the technical measures to the objectives of the common fisheries policy. The text also provides for a total ban on electric pulse trawl fishing from 1 July 2021, with the possibility for Member States to immediately prohibit or restrict this type of fishing in their coastal waters.
