The December 2016 general elections in Ghana were peaceful and free, with victory to the opposition for both the presidency and the parliament. This strengthens Ghana's reputation as one of Africa's most stable democracies and endorses a trend of democratic consolidation in West Africa. The president-elect, a man with strong human rights credentials, may however face difficulties in fulfilling his generous electoral promises given the country's current economic situation.

Since 1980, the EU has set up a network of bilateral fisheries agreements, providing fishing opportunities for the EU fleet in the waters of third countries. These agreements were concluded with countries in West Africa (1980-1998), in the western Indian Ocean (1984-1989), and in the western-central Pacific (2003-2007). Over the past few years, the European Commission has considered the possibility of expanding EU fleet access to new partner countries’ waters in the three regions. These fishing opportunities ...

The research is based on case studies in three countries: Ghana, Burkina Faso and the Dominican Republic. Overall, parliamentary budgetary ...

Based on literature analysis and case studies, past performance of PPPs and PuPs is reviewed against several criteria. Lessons are then identified regarding the barriers and enablers which determine the success of partnerships, and the kind of support donors could usefully provide. The study concludes that while the main determinant of performance is not public or private management but policy, institutions, ...
