EU rail transport policy is geared towards the creation of a single European railway area. Three packages and a recast were adopted in the space of 10 years following the opening-up of the sector to competition in 2001. A fourth package, designed to liberalise rail services was adopted entirely at its first reading by the European Parliament (February 2014), and the technical pillar was adopted at its second reading (28 April 2016).

Rail development is an important element of the EU's transport strategy. A significant increase in rail's share of freight and passenger transport can contribute to achieving the EU objective of a 60% reduction in greenhouse gas emissions from transport by 2050, in comparison with 1990. Air traffic demand is expected to continue growing. However, noise –particularly around airports – may have significant impact on citizens' health. In parallel to proposed measures for increasing airport capacity, the European Commission has tabled a proposal for a Regulation aimed at revising the rules on restricting operations at an EU airport because of noise.

The study reviews the latest evidence on the health effects of environmental noise. It also provides an overview of the current EU regulatory framework on noise (Environmental Noise Directive and legislation on noise sources), assessing its effectiveness and identifying ways for future improvement. Recommendations are put forward for the development of a more comprehensive noise strategy.

12 million EU inhabitants are affected by railway noise during the day and 9 million during the night. This study lists measures, funding and regulations to reduce it. The introduction of modern rolling stock will lower noise most significantly. In the short run, the replacement of cast iron by composite brake blocks on rail freight cars is most important. Developing a regulation scheme for a staged process towards low-noise rolling stock is the heart of a rail noise abatement strategy.
