In December 2016, the European Commission proposed to replace the current Spirit Drinks Regulation with a new one. The Parliament is expected to vote during the February II plenary on the ENVI committee's report on the proposal and on a mandate for interinstitutional trilogue negotiations.

Indirect taxes include value added tax (VAT) and excise duties on alcohol, tobacco and energy. The common VAT system is generally applicable to goods and services that are bought and sold for use or consumption in the EU. Excise duties are levied on the sale or use of specific products. EU legislative activities are aimed at coordinating and harmonising VAT law and harmonising duties on alcohol, tobacco and energy with the aim of ensuring the proper functioning of the internal market.

EU Alcohol Strategy revisited

The EU had an Alcohol Strategy in place from 2006 to 2012, but the European Commission did not immediately renew it, despite having earlier planned to do so. An assessment report found that overall the Strategy had provided positive added value, although its aims had not been fully achieved. The ENVI Committee is now urging the Commission to start work immediately on a new EU Alcohol Strategy for the coming years. This report summarises the presentations and discussions at the Workshop on ‘Prevention and Healthy Life’, held at the European Parliament in Brussels, on Tuesday 4 March 2014. The aim of the workshop was to discuss the main challenges and future perspectives related to the topic of health promotion and disease prevention.
