The EU has been very active in setting up policy and funding instruments to swiftly and pragmatically mobilise initial support during the health crisis, immediately followed by efforts to get the economy back on track. This paper provides a first review of Cohesion Policy measures in response to the COVID-19 pandemic, including preliminary insights on their uptake and reflections on their impact. It concludes with policy pointers on how to use the measures as accelerators for structural change.

This briefing was prepared to provide information for the European Parliament’s Committee on Regional Development delegation visit to Portugal of 27 February to 1 March 2019.

European Groupings of Territorial Cooperation (EGTCs) were set up to facilitate cross-border, transnational and interregional cooperation between Member States or their regional and local authorities. EGTCs enable these partners to implement joint projects, exchange experience and improve coordination of spatial planning.

The Committee of the Regions is made up of 350 members representing the regional and local authorities of the 28 Member States of the European Union. It issues opinions sought on the basis of mandatory (as required by the Treaties) and voluntary consultation and, where appropriate, own-initiative opinions. Its members are not bound by any mandatory instructions. They are independent in the performance of their duties, in the European Union’s general interest.

Community-led local development

Community-led local development (CLLD) is an approach to territorial development whereby local actors, who are best placed to identify challenges and make the most of local assets, work in partnership to design and implement their own strategies in order to meet development needs in their area. Having supported this approach in rural areas for more than 20 years, the EU is now putting further emphasis on it by extending the scope for funding and introducing more coherence therein.

The aim of this study is to assess the evolution and implementation of the strategic coherence of Cohesion Policy in 2014-20. Based on documentary analysis and interviews with Member State authorities, the study finds that there have been overall improvements compared to the previous period, but it also highlights a series of EU and domestic challenges in ensuring a strategically coherent approach between different European Structural and Investment Funds and with other EU policies.
