29-10-2020 13:45 - Joint Hearing - Union Citizenship: Empowerment, Inclusion, Participation


On 29 October 2020, a hearing on Union Citizenship will be jointly organised by the European Parliament (JURI, LIBE, AFCO and PETI Committees) and the European Commission. The hearing will see a keynote speech by Mr. Didier Reynders, Commissioner for Justice and the participation of the office of the European Ombudsman, as well as representatives from various NGOs.

The objective of the hearing will be to offer a timely opportunity to further reflect, with all actors concerned, on concrete avenues to simplify and strengthen EU citizenship rights, promoting EU citizenship's values and citizens' democratic participation, also taking into account lessons learned from the responses to the COVID-19 pandemic.

The internal border restrictions introduced during the initial months of the Covid-19 pandemic made clear the benefits to EU citizens of their right to freedom of movement, as well as the barriers to certain social groups in exercising their full EU citizenship rights.

At the same time, the need to come up with new ways of working, meeting, and communicating can provide an opportunity to explore innovative channels and formats for enhancing European democracy - ways which could reach more EU citizens directly and facilitate their participation in debates and European elections.

It will answer the question on advantages and disadvantages, how Covid-19 has influence on the use of office space and employee well-being at work. The workshop will also focus on the current situation in the EU institutions regarding work spaces.

The concept of open office spaces is a topic of discussion. While it could contribute to the reduction of costs, improve team work and communication it affects employees overall well-being and productivity. The future of open office space is unsure with the outbreak of Covid-19, as diseases spread faster in an open office space where people are closer to one another. Some researchers suggest that open office space will continue for those companies that need a high level of team work and to save costs in the long term. The use of open office space should be based on the common goal of the company and they should communicate these goals to their employees. The best way to let employees adjust better to an open office space is to include them in the designing process. This will make the goals of the new work environment clear and helps them to create the best working space for them. In the end this could help to avoid the pitfalls of open office spaces.

The 2020 Worskhop on the Rights of Persons with Disabilities, organised by the Policy Department on Citizens' Rights and Constitutional Affairs upon request of the Committee on Petitions, focuses this year on the new EU Disability Strategy 2021-2030. With the current EU Disability Strategy 2010-2020 coming to an end, the EU is working to equip itself with a new Disability Strategy for the years 2021-2030.

The Commission is evaluating the current strategy and consulting institutions, stakeholders and the general public to build up a new comprehensive Strategy that ensures the protection of the rights of persons with disabilities by better implementing the UN Convention on the Rights of Persons with Disabilities.

The Committee on Petitions plays an important protection role in the EU framework for the implementation of the UN CPRD, as it receives petitions from citizens, discusses them and engages in discussions with other institutions and Member States so to find a solution. Thanks to this role of protection of citizens' rights, it is in a privileged position to discuss and make concrete proposals for the new Strategy, which is the aim of the 2020 Workshop.
