El 28 de junio de 2019, la Unión Europea (UE) y los cuatro miembros fundadores del Mercosur (el «Mercado Común del Sur»), Argentina, Brasil, Paraguay y Uruguay, alcanzaron un «acuerdo de principio» sobre un acuerdo de libre comercio (ALC) como parte de un acuerdo de asociación (AA) más amplio. Sin embargo, a raíz de la destrucción masiva del Amazonas brasileño a través de incendios forestales a gran escala, tanto los responsables políticos de la Unión Europea como los grupos internacionales de defensa del medio ambiente han alzado su voz de manera cada vez más clamorosa para expresar su preocupación por las posibles repercusiones del acuerdo sobre el medio ambiente y el cambio climático. Las asociaciones de agricultores de la Unión con intereses defensivos han criticado ferozmente lo que han calificado de acuerdo de «coches por vacas». Por otra parte, el acuerdo ha sido acogido muy calurosamente por las asociaciones industriales de la Unión y varios subsectores de la agricultura de la Unión con intereses ofensivos. Si se eliminan o reducen sustancialmente las barreras arancelarias y no arancelarias, el potencial de crecimiento del comercio birregional de bienes, servicios e inversiones es significativo. Además, el ALC sería una clara señal en favor del sistema comercial multilateral basado en normas y contra las relaciones de poder en el comercio. Tras la revisión jurídica y la traducción del acuerdo, se presentará al Consejo para su firma. Seguidamente se presentará al Parlamento Europeo para su aprobación. Una vez que el Consejo haya adoptado la decisión de celebración del acuerdo, se presentará a los parlamentos de los Estados miembros de la Unión para su ratificación. Primera edición. Chile is a close partner of the EU in Latin America. The EU and Chile have a mutual interest in pursuing even closer ties, leading them to agree to upgrade and modernise the Association Agreement signed in 2002. They started negotiations on a modernised agreement in November 2017. President Sebastián Piñera's centre-right government took office in March 2018. Politically, the situation of the Mapuche indigenous community and stricter migration policies have dominated its first year. The government has also tabled comprehensive proposals for tax and pension reform but has found it difficult to implement its reform programme. This is largely because it lacks a majority in Congress and faces a much more diverse political landscape than in the past, making it more difficult to gain broad support for its proposals. However, it has benefited from a robust economic recovery that started in 2018 after two years of sluggish growth. Under President Piñera, Chile has adopted a tough stance against the Venezuelan government, in line with other centre-right governments in South America. Chile played a key role in the launch in March 2019 of the new organisation for regional cooperation, the Forum for the Progress of South America (Foro para el Progreso de América del Sur, PROSUR).

EU-Georgia people-to-people contacts

Since 2003, relations between the EU and Georgia have deepened, and at present the country is the EU's closest partner in the South Caucasus region. Relations have been strengthened further through the recent signing of an association agreement between the two parties and the deep and comprehensive free trade area (DCFTA) it introduced. The EU also seeks to promote more people-to-people contacts between its citizens and Georgians, as well as supporting the vibrant Georgian civil society.

The meaning of 'association' under EU law - A study on the law and practice of EU association agreements

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the AFCO Committee, analyses the law and practice of EU association agreements. It maps out different types of association agreements concluded on the legal basis of Article 217 TFEU and identifies the key features characterising the nature of association under EU law.

The highlights of the November I plenary session were the debate on the future of Europe with Angela Merkel, Chancellor of Germany, as well as the debate and vote on the interim report on the Multiannual Financial Framework 2021-2027. Parliament also held debates on floods in Europe; regulating virtual currencies and initial coin offerings; and EU resilience in the face of foreign actors' potential attempts to influence the upcoming EP election campaign. Cyril Ramaphosa, President of South Africa addressed the Parliament in a formal sitting. Members debated HR/VP Federica Mogherini's statements on the future of the Intermediate-Range Nuclear Forces Treaty, Central American migrants at the Mexican border, and the effects of US sanctions on Iran for European companies. Parliament voted on legislative proposals, inter alia, on energy efficiency; promotion of the use of energy from renewable sources; on the European Electronic Communications Code and BEREC; and on rail passengers' rights and obligations. Members adopted reports on the implementation of the EU Agreements with Georgia and Moldova, and voted on reports on humanitarian visas and on the implementation of the EU Common Position on arms exports. The 2018 Lux Prize, which promotes European cinema, makes promising films accessible to a wider audience and encourages debate on values and social issues across Europe, was awarded to 'Woman at war' (Kona fer í stríð), by Icelandic director Benedikt Erlingsson.
