Road safety in the EU

Briefing 26-02-2019

Between 1991 and 2017, and especially after 2000, the EU witnessed substantial improvements in terms of road safety, whether measured in terms of fatalities, accidents or injuries. Over a shorter period, between 2001 and 2010, the number of deaths on EU roads decreased by 43 %, and by around another 20 % since 2010. The most recent figures, however, show that progress in reducing the fatality rate is stagnating, and that specific road users or demographic groups are not witnessing the same improvements ...

The Aarhus Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters is an international agreement that gives the public a number of rights with regard to the environment. It consists of three pillars, one of them covering the right of access to justice in cases of non-compliance with environmental law. Implementation of the convention's provisions on access to justice have been the focus of two recent documents, one published by the ...

The study provides an in-depth analysis of necessary technological changes, in order to improve the impact of higher or lower weight and volume of cars on road safety, particularly for, but not limited to vulnerable users. The analysis found that there are many vehicle based safety technologies that offer promise and further work should be undertaken to assess if future European type-approval regulation would be appropriate and proportional. Recommendations of technologies to consider are given.

The study provides an analysis of the technical developments and implementation of Event Data Recorders (EDRs) in cars or commercial transport vehicles. EDRs are devices able to record information related to vehicle crashes or accidents. They have been used since the 1970s by US car manufacturers to investigate accident causation and to improve vehicle design; at present, increasing applications in the insurance market and public and private fleet management are emerging. The EU is giving increasing ...

This study presents a discussion on alcohol interlocks in terms of their use, effectiveness and contribution to road safety. While summarising the most recent road safety developments and providing an account of the drink-driving phenomenon, the study outlines the technical requirements for the use of these devices and the various methods of use currently established in EU Member States. The study concludes with an analysis of their cost-effectiveness in relation to their deployment in the commercial ...

Roadworthiness of motor vehicles

De un vistazo 27-06-2013

The technical condition of vehicles deteriorates with use and age, and with poor maintenance. Proposals for improved roadworthiness of motor vehicles along common standards, and through reinforced technical inspections and additional roadside checks, are now under consideration by the European Parliament.

This note seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's Impact Assessment accompanying the proposal for a Regulation of the European Parliament and the Council on occurrence reporting in civil aviation. The proposal aims at revising Directive 2003/42/EC of the European Parliament and of the Council of 13 June 2003 on occurrence reporting in civil aviation and its implementing regulations. The IA provides an extensive and comprehensive overview ...

Fisheries is still one of the sectors with the highest risk of accidents. The causes of accidents vary widely, requiring specific regulations adapted to each case. The EU has two Directives (Directives 93/103/EC and 97/70/EC), but they only concern large vessels, i.e. +/-10% of the EU fishing fleet. Hence the importance of fresh legislation that should include all types of vessels.
