1994. aastal loodud Ühtekuuluvusfondist rahastatakse keskkonna- ja üleeuroopalise võrgu projekte liikmesriikides, mille kogurahvatulu elaniku kohta on alla 90% ELi keskmisest.

Euroopa Liit on kehtestanud ühise statistiliste territoriaalüksuste liigituse (NUTS), et võimaldada ühtlustatud piirkondliku statistika kogumist, väljatöötamist ja avaldamist ELis. Sellist hierarhilist süsteemi kasutatakse ka piirkondade sotsiaal-majandusliku analüüsi ning sekkumiste piiritlemise jaoks ELi ühtekuuluvuspoliitika kontekstis.
