Multiannual plan for demersal fisheries in the western Mediterranean

The European Parliament and Council have adopted a new multiannual plan for the western Mediterranean fisheries exploiting several stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'). The European Parliament and Council have adopted a new multiannual plan for the western Mediterranean fisheries exploiting several stocks of fish and crustaceans living close to the sea bottom (i.e. 'demersal fisheries'). Most of these stocks have long been overfished and are now in an alarming state. The new plan aims to reverse this trend and ensure that fishing activities are environmentally sustainable, and capable of securing economic and social benefits. It concerns fishing fleets from Italy, Spain and France, totalling almost 10 900 vessels. The new regulation introduces a fishing-effort regime for all trawlers operating in the region, under which the Council will set each year, on the basis of scientific advice, the maximum number of fishing days for each fleet category by Member State. In addition, the plan restricts trawlers from operating in waters shallower than 100 m located within 6 nautical miles of the coast, for three months per year, to reserve the coastal zone for more selective fishing gear. The plan also establishes regional cooperation among the Member States concerned, with a view to developing provisions on the obligation to land all catches and on the conservation of resources through technical measures.

The Commission proposed a multi-annual plan for the fisheries exploiting demersal stocks in the western Mediterranean. The supporting Impact Assessment (IA) did not provide enough details on the socio-economic impacts of the plan in the countries affected by the proposal. The complementary IA aims to assess and quantify (when possible) the potential impacts on fishing companies (all SMEs) and ancillary activities (in the short, medium and long-term) of several of the specific MAP provisions.

Mediterranean swordfish recovery plan

Mediterranean swordfish, overfished for decades, is subject to a multiannual recovery plan aimed at rebuilding the stock, adopted by the International Commission for the Conservation of Atlantic Tunas (ICCAT), which is responsible for its management. The European Parliament is currently considering the Commission's proposal on the transposition of this plan into EU law.

Recherche pour la commission PECH – Interdiction des rejets, obligation de débarquement et rendement maximal durable en Méditerranée occidentale – Le cas italien

La présente étude expose l’état de la modélisation de la pêche dans les mers Ligure, Tyrrhénienne et de Sardaigne (classifications CGPM des sous-régions géographiques: souszones CGPM 9, 10 et 11). Au moyen d’une approche à la fois qualitative et quantitative, son objectif est de donner un aperçu des effets probables du rendement maximal durable et de l’obligation de débarquement sur les flottes qui exploitent les pêcheries démersales dans cet écosystème.

La présente étude expose l’état de la modélisation de la pêche dans les mers Ligure, Tyrrhénienne et de Sardaigne (classifications CGPM des sous-régions géographiques: souszones CGPM 9, 10 et 11). La nouvelle proposition de la Commission introduit le total admissible de l’effort de pêche comme nouvelle manière de réglementer la pêche démersale en Méditerranée occidentale en réduisant significativement le temps de pêche. Toutefois, cette nouvelle mesure de gestion doit aller de pair avec une sélectivité accrue des engins, la mise en place de zones d’interdiction et le déploiement de plans de cogestion locaux. Plusieurs approches visant à réduire la mortalité par pêche peuvent avoir des conséquences socioéconomiques diverses.

Outcome of the meetings of EU leaders on 28-29 June 2018

On 28-29 June 2018 Heads of State or Government met, in different formats and constellations (i.e. a formal European Council, an article 50 European Council and a Euro summit), to discuss migration, security and defence, Brexit and the euro area. Migration topped the agenda of the European Council. The Euro Summit discussed further developments in the euro area, including potentially the creation of a special budget for the euro area.

Mediterranean fisheries management measures: Transposition into EU law

All Member States bordering the Mediterranean and the Black Sea, together with the European Union, participate in the management of fisheries in this area, in cooperation with several third countries, in the framework of the General Fisheries Commission for the Mediterranean (GFCM). As a contracting party to the GFCM, the EU is bound to adopt its recommendations. The European Commission therefore proposes to transpose a number of new GFCM measures that go beyond the existing regulation, into EU law ...

The development of a multiannual plan as the preferred policy choice seems rather pre-determined, as such plans are a priority measure for the sustainable management of fish stocks under the current CFP. The description of the impacts of the options provides certain quantitative data. However, not enough details are given in the impact assessment on the financial impacts on the fishermen and the fleets, including broken-down information per country, or on ancillary jobs, such as servicing the vessels ...

The development of a multiannual plan as the preferred policy choice seems rather pre-determined, as such plans are a priority measure for the sustainable management of fish stocks under the current CFP. The description of the impacts of the options provides certain quantitative data. However, not enough details are given in the impact assessment on the financial impacts on the fishermen and the fleets, including broken-down information per country, or on ancillary jobs, such as servicing the vessels or sale of fish. The Regulatory Scrutiny Board also criticises the impact assessment for the lack of a dedicated territorial impact assessment. A more detailed and thorough analysis of the impacts on SMEs would have benefited the analysis, as the majority of the fishing sector in the fishing areas covered by this proposal is SMEs.
