Le Comité des régions se compose de 350 membres représentant les autorités régionales et locales des États membres de l'Union. Il émet des avis dans les cas de consultation obligatoire fixés par le traité, dans les cas de consultation facultative et de sa propre initiative si cela est jugé opportun. Ses membres ne sont liés par aucun mandat impératif. Ils exercent leurs fonctions en toute indépendance, dans l'intérêt général de l'Union.

In its November 2014 Investment Plan for Europe, the Commission announced the establishment of a new European Fund for Strategic Investments (EFSI), to bridge the EU investment gap.
