L’OCM encadre les mesures de marché prévues au sein de la PAC. Les réformes successives ont conduit à la fusion, en 2007, de 21 OCM en une seule OCM concernant tous les produits agricoles. En parallèle, les révisions de la PAC ont progressivement davantage orienté la PAC vers les marchés et réduit la portée des outils d’intervention; ceux-ci sont maintenant considérés comme des «filets de sécurité», à n’utiliser qu’en cas de crise.
