Τhis At a glance note summarises the study on Governance: the reform process of the CAP post-2020 seen from an inter-institutional angle that examines the inter-institutional dynamics of the post-2020 CAP reform (Council - European Parliament - Commission), provides an analysis of the dynamics and the outcome of the reform process seen from a governance angle and makes recommendations on the role of Parliament in future CAP reforms and mid-term reviews.

This in depth analysis updates a previous report commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs and describes the most relevant developments in the period 2018-2022 in chronological order and then draws conclusions which include a systemic view of the current institutional dynamics, a provisional legal analysis on the basis of existing rules and policy suggestions.

We analyse the recent policy decisions made by the ECB and the national authorities related to capital, liquidity, and shareholders’ remuneration aimed at promoting credit supply from the banking sector to the coronavirus-afflicted economy. We forecast the impact of the regulatory decisions based on the empirical literature, discuss the factors that reduce the banks’ incentives to expand loan portfolios and develop policy suggestions intended to mitigate the effect of these factors.
