Instauré en vertu du traité de Rome, le Fonds social européen (FSE) vise à faciliter la mobilité des travailleurs et l’accès à l’emploi. Son rôle et son fonctionnement ont été modifiés par la suite afin de refléter l’évolution de la situation de l’économie et de l’emploi dans les États membres ainsi que l’évolution des priorités politiques définies au niveau de l’Union européenne.

En réponse aux demandes répétées du Parlement européen en faveur de règles communes à l’échelle de l’Union pour faciliter les activités transfrontières des organisations à but non lucratif, la Commission a proposé une directive relative aux associations transfrontalières européennes (ATE). Le Parlement devrait mettre aux voix le rapport que sa commission des affaires juridiques (JURI) a présenté sur cette proposition au cours de la période de session de mars.
