Discarding was considered by the European Commission a serious problem in European fisheries and one which must be addressed as a high priority. The aim of the present study is to provide a comprehensive analysis of the discard problem on small-scale fisheries in Europe in order to put forward recommendations and policy-relevant advice for decision-makers.

Rights-based fisheries management systems alter the incentives for discarding and harvesting selectivity compared to the alternatives. Nations that have adopted individual transferable quotas (ITQs) in their fisheries generally have comparatively low discard rates. This is partly due to the attributes of the ITQ system and partly due to clever methods adopted by these nations in order to reduce discards in their fisheries.

The Landing obligation of regulated species in the EU Mediterranean is raising some concerns about its effective implementation. This report provides a state-of-the-art of fishery discards in the Mediterranean, discussing consequences of the discards ban and finally providing some recommendations on how to tackle the problem of juvenile catches.

Fishermen not only catch what they are interested in or authorised to fish. The unwanted part of their catches is discarded back at sea, often dead. This is seen by many as an unacceptable waste of resources.

This document was requested by the Fisheries Committee for the Delegation to Tromsø, Trondheim and other regions of Norway (from 28 to 31 May 2008). The visit focuses on fisheries management systems, discards policy, the conservation of ecosystems, monitoring, control and surveillance of fishing activities and marine research. Aquaculture and trade issues are also addressed herein.
