The intricate political system of Bosnia and Herzegovina (BiH) reflects its multi-ethnic texture and complex history. Its entities' dominant ethnic composition and the established power-sharing mechanisms have so far fostered ethnic voting and left little chance for non-nationalist political parties. The result has been political instability and dysfunctional institutions in need of reform.

Nepal may well be popular worldwide for Everest climbing with Sherpa's' help, yet it remains one of the poorest countries in the world. A 10-year guerrilla conflict ended in 2006 and led to the country's transition from monarchy to republic. However, the political parties have so far been unable to reach a compromise on a new constitution, or to provide the political stability that could allow this 30-million-strong multi-ethnic country to develop its economy.

The papers presented here were submitted for a symposium organised by the Committee on Constitutional Affairs in September 2007. They were reprinted at the occasion of a commemoration of Spinelli's 100th anniversary which took place in the European Parliament on 5 March 2009, in cooperation with the Lazio region.

The study is a resource text for Members of the EP Delegation to the European Convention and other participants and observers of the Convention and its Working Groups. It provides a succinct comparative description and evaluation of the attribution of powers and the resolution of disputes in four selected federal systems (USA, Germany, Switzerland and Belgium), with some short comments on the European Union's own system of multi-level governance.
