Globally, it has been estimated that four billion people are facing severe water scarcity. While the situation is not yet critical in Europe, water stress is already a serious issue and climate change is expected to make it worse in the future. Within the framework of the EU 2020 Strategy, the Commission adopted the Flagship Initiative on “A Resource Efficient Europe” in the beginning of 2011. This was followed by the “Roadmap for a resource-efficient Europe”, which provides the framework in which future actions can be designed and implemented coherently.
