Developments up to the Single European Act

The main developments of the early Treaties are related to the creation of the Community’s own resources, the reinforcement of the budgetary powers of Parliament, election of MEPs by direct universal suffrage and the setting-up of the European Monetary System. The entry into force of the Single European Act in 1986, substantially altering the Treaty of Rome, bolstered the notion of integration by creating a large internal market.

In October, MEPs are due to vote on a new legal framework for the European law enforcement training agency (CEPOL), to revamp its governance and broaden its remit in a context of increasing complexity and internationalisation of serious and organised crime.

The aim of this publication is to make an initial assessment of the possibilities and limits of the Common Foreign and Security Policy (CFSP) after the initial experiences with the implementation of the provisions of Title V of the Treaty on European Union. The analysis concentrates on the institutional operation of the CFSP, the methods of action, the areas of intervention and the security and defence aspect.
