In March 2018, the European Commission presented an action plan on sustainable finance, in order to facilitate investments in sustainable projects and assets across the EU. In May 2018, the Commission put forward a package of three proposals, including measures to create a sustainable taxonomy for the EU; provide clarity on how environmental, social and governance factors can be taken into account for investment decisions; and establish low-carbon benchmarks. The first proposal focuses on establishing a common language for sustainable finance (e.g. a unified EU classification system, or taxonomy) through a framework of uniform criteria, as a way to determine whether a given economic activity is environmentally sustainable. On 11 March 2019, the ECON-ENVI joint committee adopted a report on the Commission proposal, calling for a number of changes. On 28 March 2019, the Parliament adopted its position at first reading. After interinstitutional negotiations, on 17 June 2020, the Parliament adopted the compromise text at second reading. The final act was published in the Official Journal on 22 June, and applies as of 12 July although certain provisions apply only as of January 2022 or January 2023. Third edition. On 13 September 2017, the Commission adopted a cybersecurity package containing a series of initiatives to further improve EU cyber-resilience, deterrence and defence. A year later, the Commission presented a proposal for the creation of a European cybersecurity competence centre with a related network of national coordination centres. The initiative aims to improve and strengthen the EU's cybersecurity capacity, by stimulating the European technological and industrial cybersecurity ecosystem as well as coordinating and pooling necessary resources in Europe. The competence centre is supposed to become the main body that would manage EU financial resources dedicated to cybersecurity research under the two proposed programmes – Digital Europe and Horizon Europe – within the next multiannual financial framework, for 2021-2027. Within the European Parliament, the file was assigned to the Committee on Industry, Research and Energy (ITRE). The report was adopted on 19 February 2019 in the ITRE committee and voted by Parliament during the March I 2019 plenary. Although trilogue negotiations took place in March 2019, given the short timeframe until the end of the legislative term no agreement could be reached, and Parliament then adopted its first-reading position ahead of the May 2019 elections. A third trilogue meeting took place more than a year later, on 25 June 2020, and further negotiations are planned for September 2020. Third edition. This paper summarises the discussions that took place at the workshop on “E-commerce rules, fit for the digital age”. The E-commerce directive was elaborated twenty years ago and has been key in regulating online services. However, the role of the internet has drastically evolved over the last two decades. This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the LIBE Committee, examines legal and policy responses to environmental migration and displacement. Following a review of international, regional and national initiatives and legal instruments, it offers recommendations on ways to better address root causes and consequences of the climate change-migration nexus in Europe and beyond.

This study, commissioned by the European Parliament’s Policy Department for Citizens’ Rights and Constitutional Affairs at the request of the LIBE Committee, examines legal and policy responses to environmental migration and displacement. Despite the improvements they have brought to the sector, persistent shortcomings such as diverging national application of the rules and uneven enforcement called for a revision of both acts. On 31 May 2017, as part of a 'mobility package', the European Commission adopted a new proposal to address the main shortcomings affecting the sector, and improve its competitiveness and efficiency. In June 2018, Parliament's Committee on Transport and Tourism (TRAN) adopted its report. After further debates and procedural developments, Parliament adopted its first-reading position on 4 April 2019. The Council, on its side, reached a general approach on this proposal in December 2018, under the Austrian Presidency. After four negotiating rounds, the Council and Parliament reached a provisional agreement on the proposal on 12 December 2019, which was approved by Coreper on 20 December. The Council formally adopted its first-reading position on 7 April 2020, and the TRAN committee recommended on 8 June that Parliament approve it at second reading. The agreed text is thus due to be voted in plenary in July at second reading. If adopted, this would put an end to three years of debate on a complex and controversial proposal. Sixth edition. To give real substance to these measures, compliance is key. The 2006 Enforcement Directive was therefore adopted to effectively implement the social provisions of the Driving Time Regulation. The present proposal, published in the context of the European Commission's 2017 'Europe on the move' initiative, seeks to remedy some shortcomings of the Enforcement Directive, such as non-uniform implementation. Additionally, it puts forward specific rules on the posting of workers in the road sector, to respond to concerns raised regarding the inadequacy of the Posting of Workers Directive, when applied to the road transport sector. The European Parliament's Committee on Transport and Tourism (TRAN) adopted its report in June 2018. After further debates and procedural developments, the Parliament adopted its first-reading position on 4 April 2019. The Council agreed a general approach in December 2018, under the Austrian Presidency. The European implementation assessment (EIA) evaluates the implementation of the association agreement (EU AA), including the Deep and Comprehensive Free Trade Agreement (DCFTA), between the EU and Ukraine. The evaluation forms an update of an evaluation published in July 2018. The EIA shows progress and challenges in the implementation of the agreement in Ukraine and stresses the importance of further reforms in this Eastern Partnership country. The EIA consists of two parts, an opening analysis prepared internally by the DG EPRS and a briefing paper prepared externally by the Polish Institute of International Affairs. The EIA has been prepared to accompany the European Parliament Committee on Foreign Affairs (AFET) in its scrutiny work, namely on its work on the own-initiative annual implementing report on the EU association agreement with Ukraine.
