National COVID-19 contact tracing apps

While the coordination of cross-border interoperable COVID-19 contact tracing apps is a competence of the European Commission, their development is a national competence. This short briefing summarises the current efforts towards, functionalities of and technical decisions on the development of national COVID-19 apps, with a focus on the ongoing centralised vs. decentralised approach and the interoperability of different apps across Europe. All Member States and the Commission consider the interoperability of the apps and backend servers to be essential for the effective tracing of cross-border infection chains, especially for cross-border workers and neighbouring countries. Ultimately, this effort will support the gradual lifting of border controls within the EU and the restoration of the single market’s integrity.

The White Paper on Artificial Intelligence

On 19 February 2020, the EU Commission’s published the white paper 'Artificial Intelligence - A European approach to excellence and trust', together with the report 'The safety and liability aspects of AI' and the communication 'A European strategy for data', as part of a wide package on Artificial Intelligence. This briefing summarizes the main aspects of the white paper on Artificial Intelligence, which is currently undergoing a public consultation process open until 31 May 2020.

Transeuropske mreže – smjernice

U Ugovoru o funkcioniranju Europske unije (UFEU) transeuropske mreže (TEN), koje su prvi put spomenute u Ugovoru iz Maastrichta, i dalje se svrstavaju u područje prometa, energije i telekomunikacija u svrhu povezivanja svih regija EU-a. Te su mreže instrumenti kojima bi se trebalo doprinijeti rastu unutarnjeg tržišta i otvaranju radnih mjesta te istodobno ostvarivati ciljeve u vezi sa zaštitom okoliša i održivim razvojem. Krajem 2013. došlo je do korjenite reforme transeuropske prometne mreže.

Financiranje transeuropskih mreža

Transeuropske mreže (TEN-ove) djelomično financira Europska unija, a djelomično države članice. Financijska potpora EU-a služi kao katalizator, dok države članice osiguravaju najveći dio financijske potpore. Financiranje transeuropskih mreža može se dopuniti i sredstvima iz strukturnog fonda, potporom Europske investicijske banke ili doprinosima iz privatnog sektora. Uspostava Instrumenta za povezivanje Europe (CEF) 2013. značila je veliku reformu za transeuropske mreže.

Opća načela industrijske politike EU-a

Cilj je industrijske politike EU-a povećati konkurentnost europske industrije kako bi ostala pokretač održivog razvoja i zapošljavanja u Europi. Da bi se osigurali bolji okvirni uvjeti za industriju EU-a, usvojene su različite strategije, od kojih je posljednja opisana u komunikaciji „Za europsku industrijsku renesansu” iz siječnja 2014. godine.

Cilj je industrijske politike EU-a povećati konkurentnost europske industrije kako bi ostala pokretač održivog razvoja i zapošljavanja u Europi. Da bi se osigurali bolji okvirni uvjeti za industriju EU-a, usvojene su različite strategije, od kojih je posljednja opisana u komunikaciji „Za europsku industrijsku renesansu” iz siječnja 2014. godine.
