Ekonomska i monetarna unija (EMU) rezultat je postupne gospodarske integracije u EU-u. Riječ je o proširenju jedinstvenog tržišta EU-a koje je obilježeno zajedničkim odredbama o proizvodima i slobodnim kretanjem robe, kapitala, radne snage i usluga. Zajednička valuta euro uvedena je u europodručju koje trenutačno čini 19 država članica EU-a. Svih 28 država članica, uz iznimku Ujedinjene Kraljevine i Danske, mora preuzeti euro nakon najmanje dvije godine sudjelovanja u europskom tečajnom mehanizmu ...

Svih 28 država članica, uz iznimku Ujedinjene Kraljevine i Danske, mora preuzeti euro nakon najmanje dvije godine sudjelovanja u europskom tečajnom mehanizmu II (ERM II) i ispunjavanja konvergencijskih kriterija. Jedinstvenu monetarnu politiku utvrđuje Europska središnja banka (ESB), a ona se dopunjuje usklađenim fiskalnim i ekonomskim politikama. U EMU-u ne postoji jedna institucija koja je odgovorna za ekonomsku politiku. Umjesto toga odgovornost se dijeli između država članica i raznih institucija EU-a.

Europski sustav središnjih banaka (ESSB) sastoji se od Europske središnje banke (ESB) i nacionalnih središnjih banaka svih država članica EU-a. Glavni je cilj ESSB-a održati stabilnost cijena. Kako bi se postigao taj glavni cilj, Upravno vijeće ESB-a temelji svoje odluke na strategiji monetarne politike s dvama stupovima i provodi ih koristeći se standardnim i nestandardnim mjerama monetarne politike. Europski sustav središnjih banaka (ESSB) sastoji se od Europske središnje banke (ESB) i nacionalnih središnjih banaka svih država članica EU-a. Glavni je cilj ESSB-a održati stabilnost cijena. Kako bi se postigao taj glavni cilj, Upravno vijeće ESB-a temelji svoje odluke na strategiji monetarne politike s dvama stupovima i provodi ih koristeći se standardnim i nestandardnim mjerama monetarne politike. Glavni su instrumenti standardne monetarne politike ESB-a operacije na otvorenom tržištu, stalno raspoložive mogućnosti i držanje minimalnih pričuva. Kao odgovor na financijsku krizu Europska središnja banka promijenila je i svoju komunikacijsku strategiju pruživši smjernice buduće politike ESB-a u pogledu kamatnih stopa koja ovisi o prognozama stabilnosti cijena te je poduzela niz nestandardnih mjera monetarne politike. Te mjere uključuju kupnju vrijednosnih papira i državnih obveznica na sekundarnom tržištu s ciljem očuvanja stabilnosti cijena i učinkovitosti transmisijskog mehanizma monetarne politike.

Institucije ekonomske i monetarne unije u najvećoj su mjeri nadležne za određivanje europske monetarne politike, pravila u vezi s izdavanjem eura i stabilnost cijena u EU-u. Te institucije su: Europska središnja banka (ESB), Europski sustav središnjih banaka (ESSB), Ekonomski i financijski odbor, Euroskupina i Vijeće za ekonomske i financijske poslove (Ecofin).

Institucije ekonomske i monetarne unije u najvećoj su mjeri nadležne za određivanje europske monetarne politike, pravila u vezi s izdavanjem eura i stabilnost cijena u EU-u. Cost of Non-Schengen: The Impact of Border Controls within Schengen on the Single Market

The study lists currently applied measures re-introducing temporary border controls within Schengen area and evaluates them in the light of different policy options and smart Single Market regulation criteria. The study highlights the added value of free movement within the Schengen area for the Single Market and quantifies the costs of re-establishing internal border controls, with particular reference to the transportation sector. The study lists currently applied measures re-introducing temporary border controls within Schengen area and evaluates them in the light of different policy options and smart Single Market regulation criteria. The study highlights the added value of free movement within the Schengen area for the Single Market and quantifies the costs of re-establishing internal border controls, with particular reference to the transportation sector. Welfare of consumers is affected by “non-Schengen”, as the prices of imports increase relative to domestic goods due to higher trade costs. A failure of Schengen would not only reduce the future benefits of the Single Market, but also undermine other aspects of EU integration. The study was prepared for Policy Department A and EAVA at the request of the Internal Market and Consumer Protection Committee.

After a dramatic fall in 2014, oil and fuel prices in euro terms increased in the first part of 2015, before decreasing again and since mid-2015 to record low levels, similar to early 2015. However, retail gas and electricity prices - which traditionally follow similar trends with some delay stabilized or in some cases even increased, in large part due to higher taxes. However, retail gas and electricity prices - which traditionally follow similar trends with some delay stabilized or in some cases even increased, in large part due to higher taxes. Large differences persist amongst EU Member States and commodities. Conversely, most experts claim that fossil fuel prices can be expected to stay “low for long.” Notwithstanding important recent progress in developing renewable fuel sources, low fossil fuel prices could discourage innovation in and adoption of cleaner energy technologies.
