The aim of this In-Depth Analysis prepared by the Policy Department for Structural and Cohesion Policies is to explore the possible implications of the Farm to Fork Strategy (F2F) for agriculture and the CAP and, as a result, on the legislative works of the AGRI Committee over the 2020 - 2023 period. The Commissioner-designate, Janusz Wojciechowski, appeared before the European Parliament on 1 and 8 October 2019 to answer questions put by MEPs from the Committee on Agriculture and Rural Development. During the hearings, he made a number of commitments which are highlighted in this document. His future task will be focused on building a modern and sustainable agriculture, including: - Concluding negotiations on a simplifed Common Agricultural Policy post 2020 and ensuring that its future Strategic Plans strike a balance between EU-wide objectives and national priorities; - Contributing to the EU “Farm to Fork strategy” looking at how the agri-food sector can improve the sustainability accross the agri-food supply chain, including through organic production; - Ensuring that agri-food production contributes to EU climate, environmental and biodiversity goals; - Strengthening the system of geographical indications and developing a new long-term vision for rural areas under the Strategic Plans post 2020; - Promoting Europe’s high-quality food standards worlwide.

This briefing note is written by the Policy Department for Structural and Cohesion Policies for the European Parliament’s Agricultural and Rural Development committee (AGRI Committee). The main purpose of the paper is to facilitate the legislative work of MEPs relating to the next reform of the CAP. The paper could additionally serve to explore and discuss the CAP proposals put forward by academics and stakeholders. Six dashboards set out how the CAP reform package (2021/2027) proposed by the European Commission on 1st June 2018 compares with the current CAP (2014/2020) regulations on a topic-by topic basis. The briefing note also offers some comments on the main elements of the legislative proposals in order to help the MEPs with their response to the Commission’s package. These comments are substantially based on the resolutions previously adopted by the Plenary of the European Parliament. Additional comments are also provided of a technical and explanatory nature. Zajednička poljoprivredna politika (ZPP) i Ugovor

Nakon stupanja na snagu Ugovora iz Rima, poljoprivredne politike država članica zamijenjene su mehanizmima intervencije na razini Zajednice. Temelji zajedničke poljoprivredne politike nisu se mijenjali od Ugovora iz Rima, osim pravila o postupku odlučivanja. Ugovorom iz Lisabona suodlučivanje o Zajedničkoj poljoprivrednoj politici priznato je kao „redovni zakonodavni postupak”, koji je zamijenio postupak savjetovanja.

Financiranje ZPP-a

Zajednička poljoprivredna politika tradicionalno se financirala iz samo jednog fonda – Europskog fonda za smjernice i jamstva u poljoprivredi – koji je 1. siječnja 2007. zamijenjen Europskim fondom za jamstva u poljoprivredi (EFJP) i Europskim poljoprivrednim fondom za ruralni razvoj (EPFRR).

(za financijsko razdoblje 2014. – 2020.). Prve rasprave o ZPP-u nakon 2020. počele su 2016., a odgovarajući zakonodavni prijedlozi predstavljeni su u lipnju 2018. godine.

Prvi stup zajedničke poljoprivredne politike: I. — Zajednička organizacija tržišta poljoprivrednih proizvoda

Zajednička organizacija tržišta (ZOT) obuhvaća tržišne mjere koje su predviđene u okviru zajedničke poljoprivredne politike (ZPP). Nakon niza reformi, 2007. godine 21 ZOT objedinjen je u jedan jedini ZOT za sve poljoprivredne proizvode. Usporedno s tim, ZPP je nakon provedbe revizija postupno sve više usmjeren na tržišta, a revizijama je smanjen i opseg intervencijskih mjera. Te se mjere danas smatraju „sigurnosnim mrežama” koje treba koristiti samo u slučaju krize.
