This paper analyses the CFP’s definition of fishing capacity and examines the ways of improving the estimation of that capacity. It also describes how excess capacity has been managed in the recent CFP reforms and identifies the fisheries with excess fishing capacity. It outlines possible principles for fishing capacity management in the context of the CFP reform.
