During its January plenary session, Parliament will debate and vote on three own-initiative reports on the common fisheries policy (CFP), taking stock 10 years after the last fisheries policy reform and responding to the Commission's evaluation of the policy. The reports will help shape the debate on the future of the CFP.

EU fisheries agreement with Kiribati

The European Parliament is asked to give its consent to the conclusion of a 2023-2028 implementing protocol to the EU-Kiribati fisheries agreement. The protocol reactivates the agreement, which has been dormant since September 2015. It allows Union fishing vessels to resume fishing activity in the rich tuna fishing grounds of Kiribati, in return for a financial contribution and support for Kiribati's sectoral fisheries policy.

EU fisheries agreement with Madagascar

During the November I part-session, the European Parliament is due to vote on giving its consent to the conclusion of a new fisheries agreement and implementing protocol with Madagascar. This new framework re establishes EU–Madagascar fisheries relations, providing access rights for the EU fleet to fish in Malagasy waters. In return, the EU contributes to the local fisheries' sustainable development and to marine protection.

During its September 2023 plenary session, Parliament is expected to vote on a second-reading agreement with the Council on new rules for bluefin tuna fisheries in the eastern Atlantic and the Mediterranean. The rules transpose the latest decisions of the International Commission for the Conservation of Atlantic Tunas (ICCAT).

During the June part-session, Parliament is due to vote on giving consent to concluding a new implementing protocol to the EU's fisheries agreement with Mauritius. The protocol, which allows EU vessels to fish in Mauritian waters, sets out the fishing opportunities available to the EU fleet and the EU's financial contribution.

This Report is a research on the current performance of the shared management component of the European Maritime and Fisheries Fund (EMFF) and its impact on the Common Fisheries Policy. Based on quantitative data collection as well as on interviews with Managing Authorities of Member States and stakeholders, the Report also analyses the legislative proposal for the post-2020 EMFF and seeks to support the Members of the PECH Committee of the EU Parliament in their consideration.

As a member of the Commission for the Conservation of Southern Bluefin Tuna (CCSBT), the European Union must transpose its measures so that they apply to vessels flying the flag of an EU Member State. During the February I plenary session, Parliament is due to vote on a provisional agreement with the Council to transpose the conservation and fisheries management measures adopted by this intergovernmental organisation.
