Montenegro's EU accession: losing momentum?

Montenegro started its accession negotiations with the EU in 2012. The 2014 progress report is the third for the country. It assesses positively its lasting commitment to the objective of EU membership and the progress achieved on various points. The language of the report, however, is considered the sharpest so far, hinting at a possible slowdown of the accession talks.
