As the EPRS Outlook for the Spring European Council foresaw, European Union leaders approved the building blocks for a European Energy Union, endorsed the Commission's Annual Growth Survey (AGS), linked sanctions against Russia to the complete implementation of the Minsk agreements, and called for a government of National Unity in Libya. The Spring European Council will focus on building a European Energy Union.
