This study examines the impact on the economies of the developing countries of the 11 September 2001 attacks on the United States, and analyses the probable motivation behind these attacks. It proposes a series of measures concerning European Union development policy, notably with regard to democracy, respect for human rights, conflict prevention and poverty reduction. The study stresses the importance of cultural dialogue with the Islamic world.
