The European Parliament will hold a public hearing on the European Citizens’ Initiative (ECI) entitled ‘Minority Safepack – one million signatures for diversity in Europe’ on 15 October from 9.00 to 13.00. Due to current COVID-19 constraints, the meeting will be held partly remotely with limited physical presence in the room, but will be fully webstreamed for the public.

Having gathered the support of 1,123,422 signatories in 28 Member States, the organisers of this ECI will have the opportunity to present their initiative in the presence of the European Commission, the Council of Europe, the EU Agency for Fundamental Rights (FRA), the European Economic and Social Committee and the Committee of the Regions.
The Hearing is co-organised by the Committees on Civil liberties, Justice and Home Affairs (LIBE) and on Culture and Education (CULT), in association with the Committee on Petitions (PETI). The hearing will also involve invited Members of the REGI, ITRE, JURI and ECON Committees. The ECI covers a wide range of topics, going from "Equality and support to minority communities" to "Language, education, culture and audiovisual".

[...] It sees itself, and is widely seen by others, as a unique global actor, seeking to pursue an integrated and cooperative approach on the international stage. How should the EU's strategy evolve in the face of current pressures? Can the EU integrate its 'strategic autonomy' ambitions with its challenging global engagement? Is the EU equipped to face a series of threats that have only intensified as a result of the pandemic?
This EPRS policy roundtable will address these questions from different perspectives. Our panel of experts will include Arnout Molenaar (Head of Unit, Security and Defence Policy Division, European External Action Service), Jana Puglierin (Director, Berlin Office and Senior Policy Fellow, European Council on Foreign Relations), and Elena Lazarou (EPRS, Acting Head of External Policies Unit). The EPRS' annual flagship publication in this field, 'Peace and Security Outlook 2020', will also be presented.

On 12 October, the 5th INTA 'Trade Policy Day' is dedicated to a renewed EU trade policy after the COVID-19 pandemic. Executive Vice-President and new trade commissioner, V. Dombrovskis, will give a keynote speech. Then, Prof. Felbermayr, Kiel Institute, and Prof. Shapiro, UC Berkeley, will set the scene for a panel discussion on "what do stakeholders expect from Europe" featuring DG Trade’s Director General, Sabine Weyand, and representatives of EUROCHAMBRES, CLIENTEARTH and AMFORI.

The invited experts looked into the legal and practical context surrounding access to abortion in different Member States and analysed how the context ties with the wider situation on sexual and reproductive health and rights. The following experts presented their findings: Ms Ivana Tucak and Ms Ms Anita Blagojević, Associate Professors at the Faculty of Law, University of Osijek, Croatia, Ms Katrine Thomasen, Senior Legal Adviser for Europe, Centre for Reproductive Rights, Geneva and Ms Olga Pietruchova, Expert on equal opportunities for public institutions, Slovakia.

The seventh meeting of the Joint Parliamentary Scrutiny Group on Europol (JPSG) will take place on 28-29 September 2020 in Brussels and via remote participation due to the pandemic. The JPSG brings together Members of national parliaments and the European Parliament to fulfil the scrutiny and oversight on the activities of Europol including on fundamental rights.

The JPSG meets at least twice a year. It is Co-Chaired by the European Parliament and the country holding the rotating Presidency of the Council of the European Union.
The agenda includes interventions by Europol Executive Director, Ms Catherine De Bolle and keynote speeches by Commissioner for Home Affairs, Ms Ylva Johansson and Federal Minister of the Interior, Building and Community of Germany, Mr Horst Seehofer. JPSG will hear also a presentation by the European Data Protection Supervisor, Mr Wojciech Wiewiórowski. High profile discussions include topics such as the Europol activities with a special focus on Covid-19 crisis, the Fight against right-wing extremism and terrorism and the future role of the Europol and the Brexit related challenges.

On 24 September 2020, the Committee on Constitutional Affairs will hold a public remote hearing on the 'Transnational lists and the Spitzenkandidaten principle', bringing together both internal and external experts who will discuss with AFCO Members the issues of transnational lists and the lead candidates system, based on lessons to be drawn from the last European elections and following inter-institutional nominations’ cycle.

Members will hear from the following experts:

  • Mr János Martonyi, Professor of International Trade Law and European Law, University of Public Service, Budapest;
  • Ms Christine Verger, Vice-President of Institut Jacques Delors, Paris, France;
  • Mr Andreas Maurer, Professor at the University of Innsbruck - School of Social and Political Sciences, Austria; and
  • Mr Daniel Cohn-Bendit, Former Member of the European Parliament, 1994-2014, Verts/ALE.

In the context of the hearing, AFCO Members will also have the opportunity to hear from Maria Diaz Crego, from the Members' Research Service, on the main issues of an EPRS research paper entitled "Transnational lists: a way to further Europeanise European elections?", and which will be published in the coming weeks.

The conclusions of these discussions aim equally at contributing to the ongoing work on the draft report on stocktaking of European elections, led by its Rapporteur, Pascal Durand (Renew Europe, FR).

Although the United Nations system is best placed to coordinate the global response to the crisis, it has come under increased scrutiny over the past years, including by the country that was formerly the main driver of multilateralism, the United States. This EPRS policy roundtable will look at the UN's achievements and future prospects, at the EU's role in the U.N system and at how the EU can uphold multilateralism at a time when its benefits are being contested. Our panel of experts will include Barbara Pesce-Monteiro, Director of the UN/UNDP Brussels Representation Office, and Prof. Jan Wouters, Director of the Institute for International Law and of the Leuven Centre for Global Governance Studies at KU Leuven.
