Durante la tornata di febbraio II, nel quadro della procedura di consultazione, il Parlamento dovrebbe votare la relazione su una proposta della Commissione relativa al diritto dei cittadini "mobili" dell'UE, vale a dire coloro che risiedono e votano in uno Stato membro di cui non hanno la cittadinanza, a votare in occasione delle elezioni al Parlamento europeo. Secondo tale procedura, il Consiglio, che dovrebbe adottare la proposta all'unanimità, non è vincolato dal parere del Parlamento.
